301-435-6101 NIH intends to negotiate on a sole-source basis with The
Johns Hopkins Bayview Medical Center (JHBMC) to increase the amount of
space and nursing, clinical, clerical, housekeeping, subsistence,
laundry, laboratory and other services currently provided, under
contract #263-96-C-0008, to the NIH Gerontology Research Center (GRC),
which is located on the JHBMC campus. The purpose of the increased
clinical services is to provide care for GRC research subjects who are
admitted to JHBMC under new GRC clinical research protocols. JHBMC
currently provides the GRC with approximately 4,000 square feet of
clinical space for the Baltimore Longitudinal Study of Aging (BLSA).
This modification will increase clinical space by approximately 15,000
square feet to a new total of approximately 19,000 square feet. JHBMC
and the NIH will jointly determine the location of the new space. The
current BLSA space may be relocated within JHBMC, if it is determined
to be in the best interest of the government. The development of this
new clinical space and services will be accomplished in three phases:
1. Architectural/Engineering Design, 2. Renovation or Construction, 3.
Patient Care. The statutory authority for this non-competitive action
is 41 U.S.C. 253 (1) and FAR 6.302-1. No other firm can reasonably
supply the needed services because the GRC building is physically
connected to JHBMC buildings by a covered walkway and assorted pipes
and wires and because of need for access to critical patient care. The
affected contract is scheduled to expire on 6/30/2000 with an
additional option until 12/31/200. It is anticipated that an additional
sole source contract will be negotiated with JHBMC to extend the
subject services. Any comments on this proposed procurement should be
