Customs Service (USCS) has a need for improving its efficiency and lowering its costs for screening of persons suspected of internally carrying illegal narcotics into the United States. Current procedures require that USCS officers who have reason to believe that a passenger entering the U. S. is internally carrying narcotics, escort the suspect to a hospital or other medical facility for x-rays. Such facilities are, with one exception, located away from the officers' post of duty at an international airport. This requires that officers leave their work location, travel to the medical facility with the suspected violator, and remain with the suspect until an x-ray is performed and interpreted by qualified medical personnel. In some cases, the suspect is found not to be concealing contraband, and the procedure has resulted in extreme inconvenience to the passenger as well as a large expenditure of time on the part of the USCS officers. The interests of the Government and the public would be better served if an x-ray of the suspect was performed at the airport port of entry (POE) by a board certified x-ray technologist for diagnostic x-rays. It could then be digitally transmitted to a medical facility to be "read" by a board-certified radiologist. If the x-ray is negative, the passenger's processing is completed. Customs requires mobile Medical X-ray Services (MXRS) at approximately nine USCS POE, located throughout the United States and the Commonwealth of Puerto Rico. The anticipated sites are: (1) JFK International Airport, Jamaica, NY; (2) Miami International Airport, Miami, FL; (3) Chicago O'Hare Airport, Chicago, IL; (4) Houston Intercontinental Airport, Houston, TX; (5) Los Angeles International Airport, Los Angeles, CA; (6) Jose Munoz International Airport, San Juan, PR; (7) Newark International Airport, Newark, NJ; (8) Dulles International Airport, Washington, DC; and (9) Hartsfield International Airport, Atlanta, GA. The contractor shall furnish services to include (1) mobile equipment for conducting and digitally transmitting x-ray images; (2)installation, testing, verification, documentation, and logistical support of the equipment; (3) a board certified x-ray technologist available during the hours required by USCS to perform the x-rays and, for female passengers, administer a pregnancy test prior to the x-ray at a designated USCS search room located in the airport terminal; (4) a board certified and licensed radiologist to interpret the image either on site or by transmission (Digital Remote Read).
