National Air Intelligence Center, Measurement and Signature
Intelligence (MASINT) Exploitation Division (NAIC/DXD) is contemplating
a dual-award five year contract with no exclusive teaming arrangements.
Based upon the evaluation of the respondees' proposals, the Government
shall have the absolute right to award one or no contract. The
contracat will provide a quick reaction capability in the development,
upgrading, modification, integration and maintenance of present and
future modeling and analysis techniques in support of MASINT sensor
data exploitation. In addition, it will provide capabillity in the
manipulation, integration, exploitation, and analysis of MASINT
collected by various remote sensing systems. MASINT supports
warfighting, acquisition, and national customers. MASINT includes but
is not limited to Electro-Optical Intelligence (EOINT), Infrared
Intelligence (IRINT), and Radar Intelligence (RADINT). It is
contemplated that the contractor must maintain a facility within afifty
(50) mile radius of NAIC in order to permit rapid and economical
exchange of technical information and to allow for immediate contractor
support at the government facillity during time of crisis. It is also
contemplated that some of the contractor personnel will be located at
the NAIC government facility on Wright-Patterson AFB OH and that the
remaining contractor personnel will be required to work at the
unclassified and secret levels but may often be required to work at the
government facility at higher classification levels as directed by the
government. The number of contractor personnel required to work at
either the contractor facility or the NAIC government facillity is
subject to change as government requrements change. Potential sources
must provide in their response to this announcement the following
information: (1) Evidence of previous experience in all areas or a
majority of areas included in MASINT as detailed above, (2) Evidence of
previous experience in processing and analysis of MASINTdata, (3)
Evidence of previous experience in design, development, and maintenance
of processing and analysis software in Fortran, C, C++ programming
languages on UNIX, NT, and PC based platforms and workstations, (4)
Evidence of general knowledge in the sciences and technologies of
physics, electro-optics, signal processing, communications theory,
electromagnetics, electronics, scientific programming, meteorolgy,
avionics, mathematics, geophysics, and system networking, (5) Evidence
of the ability to obtain TOP SECRET/SCI personnel and a facility in
accordance with Industrial Security Manual (DoD 5220.22M) by contract
award, (6) Demonstrate the ability to perform at least 51% of all work
levied under the contract with existing assets or capabilities. All
responses will be evaluated against the criteria listed in this
announcement. Limit responses to 15 pages or less. Foreign
participation on this contract is not authorized. Sources are requested
to submit their responses within 30 days after publication of this
announcement. All respondents shall indicate whether they are large or
small business in relation to SIC Code 8731, size standard $20M gross
revenue average over the last three years. The Government reserves the
option to set this acquisition aside for small business. The only
