Invitation for Bids (IFB) for MODIFICATION TO ENVIRONMENTAL TEST
FACILITIES, BLDG. 4619. THE MECHANICAL WORK CONSISTS OF REMOVING A
PORTION OF THE ROUGHING PUMP HEADER AND THREE OIL DIFFUSION PUMPS, COLD
TRAPS, AND POPPET VALVES FROM THE 20-FOOT VACUUM CHAMBER. FURNISH AND
INSTALL THREE CRYO PUMPS WITH SLIDE VALVES AND ROUGHING PUMPS. THE MAIN
PUMPS, TRAPS AND VALVES RANGE FROM 35-48 INCH SIZE. FURNISH AND INSTALL
A TURBO PUMP, SLIDE VALVE, AND ROUGHING PUMP. ALL ROUGHING PUMPS SHALL
HAVE COLD TRAPS AND ISOLATION VALVES INSTALLED. ALL REQUIRED HIGH
PURITY AIR, LN2, NITROGEN, AND WATER PIPING SHALL BE EXTENDED AND
CONNECTED TO THE EQUIPMENT AS REQUIRED. ELECTRICAL WORK INVOLVES
REMOVING ALL ELECTRICAL POWER AND INSTRUMENTATION CONNECTIONS TO
MECHANICAL EQUIPMENT MENTIONED ABOVE AND REMOVING THE 20-FOOT CHAMBER
CONTROL PANEL CURRENTLY LOCATED IN THE CONTROL CABINET. NEW WORK SHALL
CONSIST OF PROVIDING POWER AND INSTRUMENTATION CONNECTIONS TO ANY NEW
EQUIPMENT REQUIRING SUCH CONNECTIONS. ALL NEW CONTROL CONNECTIONS
SHALL TIE INTO THE EXISTING SYSTEM AT SPARE POINTS IN THE CHAMBER
JUNCTION BOX. EXISTING POWER SOURCES SHALL BE USED FOR ALL NEW POWER
LOADS. ALL REQUEST FOR PACKAGES MUST BE IN WRITING AND MUST GIVE THE
REQUESTORS COMPLETE NAME, ADDRESS, PHONE AND FAX NUMBERS. ALL REQUEST
MUST BE ACCOMPANIED BY A CASHIERS CHECK MADE PAYABLE TO "NASA CASHIER".
RELEASE OF THE IFB WILL BE CONTINGENT UPON THE RECIEPT OF FUNDS. The
order of magnitude for the procurement is BETWEEN $500,000.00-
$1,000,000.00 and the effort shall be completed within 360 calendar
days after notice to proceed. This procurement is part of the Small
Business Competitiveness Demonstration Program. The SIC Code and small
busines size standard for this procurement are 1541 and 17M,
respectively. The anticipated release date of the IFB on or about
OCTOBER 15, 1999 with an anticipated offer closing date of on or about
NOVEMBER 20, 1999. The provisions and clauses in the solicitation are
those in effect through FAC 97—13. The firm date for receipt of
bids will be stated in the IFB. Drawings will be available from the
PRIMARY POINT OF CONTACT. All responsible qualified sources may submit
a bid which shall be considered by the agency. An ombudsman has been
appointed -- See Internet Note "B". The solicitation and any documents
related to this procurement [with the exception of specifications and
drawings] will NOT be available over the Internet. The Internet site,

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor the Internet site for the release
