synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation No. DABT10-99-Q-00187 is
issued as a Request for Quotes. The Solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-32. Solicitation is 100 percent small business
set-aside, SIC 3585, and small size standard is 750 employees. Line
Item : 0001, to furnish all labor, equipment, materials, hardware, etc.
to replace the existing 1,250 ton cooling tower at Bldg. 3250, Fort
Benning, GA. This requirement is to remove the existing deteriorated
1250-ton cooling tower, which supplies condenser water to the 1250 ton
Trane chiller, and replace with a new tower. The prospective offeror
is required to make all necessary site visits, reconnaissance and
gather data to remove the existing cooling tower to include piping and
wiring, purchase and install the new required cooling tower in its
entirety. The new cooling tower shall be complete and operational to
meet the specified requirements as stated throughout this contract. The
existing cooling tower shall be removed from the installation at the
contractor's expense. Close coordination shall be effected with the
government representative to stage the demolition and installation of
the new equipment. Contractor is not to use any of the existing piping,
conduit, wiring, disconnects, or any parts of the existing system. This
is to be a completely new installation in its entirety. All equipment
and components shall be compatible in every aspect to meet the
respected manufacturer's requirements. All existing equipment, hardware
and pertinent items shall be removed and disposed of by the Contractor
off-post. SPECIFICATIONS: New tower shall be sized to match the
requirements of the existing 1250 ton Trane Chiller. New cooling tower
to be installed over existing basin. Provide structural steel
framework to adapt tower structure to existing basin. Hot dip galvanize
all structural steel. Provide a two-cell tower with OSHA compliant
access ladders; make up water float valve assembly. Connect new SCH 40
steel condenser water piping to existing piping approximately one foot
above grade. All new piping to be primed and painted 92 coats. Asbestos
cement baffles are present on the perimeters of the cooling tower. It
will be removed/abated in accordance with all OSHA, local, state and
federal regulations. Waste asbestos material shall be disposed of at an
EPA; state or local approved asbestos landfill off Government property
as part of this requirement. Contractor shall schedule a final
inspections of all newly installed equipment and workmanship with the
Government representative. Contractor is to provide one-year warranty
for the installation for the equipment. Contractor will furnish written
copies of all manufacturer's extended warranties. Contractor will
provide four complete set of O&M Manuals. Contractor shall provide four
complete sets of as-built drawings. Date of delivery is 30 Sep 99,
deliver to Bldg 3250, Fort Benning, GA. The provision at FAR 52.212-1,
Instructions to Offerors-Commercial Items, applies to this
acquisition. Submit signed and dated offers to the office specified in
this solicitation. Offers may be submitted on letterhead stationary.
As a minimum, offers must show: Solicitation Number; time specified in
solicitation for receipt offers; name, address and telephone number of
offeror; a technical description of item being offered in sufficient
detail to evaluate compliance with requirement in the solicitation;
price and any discount terms; remit to address if different than
mailing address; a completed copy of the representation and
certifications of FAR 52.212-3; acknowledgement of solicitation
amendment (if any). Include a statement specifying the extent of
agreement with all terms, conditions, and provision included in the
solicitation. Offers that fail to furnish required representations or
information, or reject the terms and conditions of the solicitation may
be excluded from consideration. Offeror agrees to hold the price in its
offer firm for a period of 30 calendar days from the date specified for
receipt of offers, unless another time period is specified in an
addendum to the solicitation. The Government will award a Purchase
Order resulting from this solicitation to the responsible offeror whose
offer conforming to the solicitation will be the most advantageous to
the Government, price and other factors considered. The clause at FAR
52.212-4, Contract Terms and Conditions- Commercial Items, applies to
this acquisition. Changes in the terms and conditions of this Purchase
Order may be made only by written agreement of the the parties. This
Purchase Order is subject to DFARS Clause 252.0204-7004, Required
Central Contractor Registration (CCR), (Mar 1998), and DFARS Clause
252.232-7009, Payment by Electronic Funds Transfer (Jun 1998)
(Reference 32.1103). The clause at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Status or Executive Orders-Commercial
Items, applies and incorporated into this Purchase Order. Response due
