combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
DADA13-99-R-0008 applies and is issued as a Request for Proposals
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-13.
The solicitation is issued as unrestricted with a SIC of 3669 and a
size standard of 500 employees. The term of the contract shall be one
year with 4 Option years, 1 Oct 1999 (or date of award if subsequent
thereto) through 30 Sep 2000-Base represented as CLIN 0001, 4
consecutive option years each beginning 1 Oct and ending 30 Sep of the
respective year (CLINs 0002 through 0005, which replicate CLIN 0001).
CLIN 0001: Provide 1300 each alphanumeric pagers on a leased per month
basis, to Madigan Army Medical Center (MAMC), Tacoma, Washington to
include services in accordance with the following minimum
specifications. 1. The Contractor shall provide on a lease basis 10
paging keyboards with all necessary software to implement activation of
the leased alphanumeric pagers with a minimum of a 120-word message. 2.
The contractor shall install a paging transmitter at MAMC in a location
which will be designated at time of award. The contractor shall connect
the transmitter to MAMC's internal coax system at no additional cost to
the Government, within 7 days of contract award. The contractor shall
coordinate with the MAMC Medical Maintenance Section prior to beginning
installation. The pager transmitter shall not transmit in the range of
192-05- 198.0 MHz or cause harmonics that affect this range. The power
output of the signal that is transmitted into the MAMC leaky coax
system shall be adjustable ensuring that sensitive medical equipment is
not affected by the power of the signal.The contractor shall test
coverage inside the main facility listing any problems needing
correction by MAMC, and recommendations for accomplishing the
corrections. The contractor shall provide a copy of the list to the
MAMC Medical Maintenance Section. In the event of expiration or
termination of this contract, the contractor shall remove the
transmitter, antennae and all cable connections and restore the area to
its original condition, unless other arrangements are negotiated. 3.
The contractor's alphanumeric pagers shall accommodate activating an
alphanumeric page via e-mail, a web page, or paging keyboards. The
contractor's pagers shall also be capable of activation for numeric
pages via a local Tacoma phone number. 4. The contractor shall provide
an account manager familiar with the MAMC account to serve as a
primary resource for MAMC representatives. 5. The contractor shall
provide local access to 24-hour by 7 day customer assistance for the
purpose of reporting paging problems and/or technical support. The
contractor shall respond to reported trouble calls within 4 hours. 6.
The contractor shall provide, at the Government's request, invoices and
paging history in electronic form. 7. The Contractor shall provide
replacement pagers for lost, damaged or faulty pagers. Replacement
pagers shall be provided to the Government within 5 business days of
the date the Contractor is notified, with shipping pre-paid in both
directions. The contractor shall be capable of assigning user's numbers
and activation of preprogrammed pagers 24-hours per day 7 days per
week, if required. 8. Acceptable pagers shall have the capability of
being temporarily reprogrammed to extend or change the range of the
service area, to accommodate personnel in temporary duty locations. The
pagers shall be capable of servicing the following locations as a
minimum: Bellingham, WA (113 Miles N. of Ft. Lewis); Port Angeles, WA
(85 Miles N.-N.W. of Ft. Lewis); Seaside, OR (100 Miles S.W. of Ft.
Lewis); Eugene, OR (212 Miles S. of Ft. Lewis); Spokane, WA (246 Miles
E. of Ft. Lewis); Wenatchee, WA (108 Miles E.-N.E. of Ft. Lewis) and
Yakima, WA (104 Miles E.-S.E. of Ft. Lewis). 9. MAMC's home coverage
area shall include, but not be limited to, the locations listed above.
A preaward demonstration of the required coverage area may be
required. 10. The contractor shall provide a fully redundant system
that is not dependent on a single satellite for paging service in the
MAMC home area. The system shall be capable of transitioning to a
backup system within one (1) hour of any primary system failure. The
access number for each pager shall remain the same for both the primary
and backup systems. 11. The contractor shall provide 24-hour by 7-day
monitoring of the paging network, transmitters, satellites, and any
other device on which the paging system depends. 12. The vendor shall
be able to prove a minimum of a 99 per cent paging system availability
for the previous 2 years. 13. The contractor shall contact the MAMC
COR in the event of a current or future system failure, upon becoming
aware that a problem exists. The contractor's local representative
shall maintain periodic contact until the problem is resolved. 14. The
contractor shall not make changes to paging service unless authorized
by the COR. Requested changes that may incur additional costs shall
not be made without prior approval of the Contracting Officer. 15. The
contractor shall provide a coverage map of the home area. Areas with
potential reception problems shall be annotated and proposed
resolutions for actual problems outlined and discussed with MAMC staff.
16. The contractor shall be responsible for system training and
distribution of pagers to MAMC personnel. The COR will provide the
contractor's representative with a distribution plan and proposed
schedule not later than 10 days after the date of award. 17. The
contractor shall be capable of providing, upon the Government's
request, pagers that will guarantee reception of the page. 18. The
system shall support the activation of multiple pagers from a single
number (group page). Provisions 52,212-1, Instructions to
Offerors-Commercial Items, and 52.212-2, Evaluation -Commercial Items
apply to this acquisition. The following factors are included in FAR
52.212-2(a) and will be used to evaluate offers: Technical capability,
Past Performance and Price. Technical Capability and Past Performance
when combined are significantly more important than price. Offerors
shall submit as part of their proposal completed copies of the
provisions at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items. FAR Clause
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition and includes the following addenda: FAR 52.232-18,
which applies to the base and option years; DFARS 52.235-7003;
52.217-9, (a) notice to the contractor at least 30 calendar days prior
to expiration, (c) 60 months; 52.222-48. FAR Clause 52.212-5, Contract
terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. The following
clauses within 52.212- 5(b) are incorporated into this contract by
reference as applying to this acquisition: 52.203-6; 52.219-4;
52.219-8; 52.219-9; 52.219-25; 52.219-26; 52.222-21; 52.222-26;
52.222-35; 52.222-36; 52.222-37; and 52.232-33. DFARS clause
252.212-7001, Contract Terms and Conditions Required to Implement
Statues or Executive Orders Applicable to Defense Acquisitions of
Commercial Items (NOV 1995) applies to this acquisition. The following
clauses within 252.212-7001 (b) are incorporated in this contract by
reference as applying to this acquisition. 52.205-7000; 252.219-7003;

performance under this contract requires the use of copyrighted or
proprietary software, any proposed software license agreement shall be
submitted with the offeror's proposal. Failure to submit a proposed
licensing agreement will result in the Government's presumption that no
licensing agreement is required or that the software proposed is wholly
within the public domain. Additionally, the contractor shall ensure
products provided under this contract to include hard, software,
firmware and middleware, whether acting alone or combined as a system
are Year 2000 compliant as defined in FAR Part 39. FACSIMILE
