These terminals are being procured for the T24/Threat Tactics and Techniques group (ITT). This group is required to communicate with other commands. These communications often require the discussion of classified information and the transfer of classified data. The secure terminal equipment (STE) units are the only ones authorized for the use by the Federal Government and the ITT group at NSWCDD. L-3 Communications is the only manufacturer of these units.
