commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation number 99-Q-084 is issued as a Request for Quotation
through Federal Acquisition Circular 97-13. The SIC code is 3572 and
the small business size standard is 1,000 employees. The following FAR
Provisions and Clauses are applicable unless otherwise noted:

-- Commercial Items. These FAR Provisions and Clauses may be accessed
via the World Wide Web at: http://www.arnet.gov/far/. The U.S. Secret
Service has a requirement for an Eprom downloader package that consists
of 15 Interface Modules and custom software for laptops/PCs. These
devices will allow field agents to download/extract data from skimmer
devices. The skimmer information will be loaded into a database for
analyses. The Mediametric Magnetic Stripe Analyzer Package includes
customized Rinas reader and software required to perform jitter
analysis, gather fingerprint on magnetic stripe cards, generate
fingerprint data for central credit card database and perform
diagnostic to determine ballistics of encoding equipment used. No
substitutions will be accepted. XTec, Inc. is the manufacturer and sole
provider of this software. The Contractor shall deliver the complete
quantity, FOB Destination, to the U.S. Secret Service, Financial Crimes
Division, 950 H Street, NW, Washington, DC 20001-4518. The U.S. Secret
Service intends to negotiate on a sole source basis with Xtec, Inc,
5775 Blue Lagoon Drive, Suite 280, Miami, FL 33126-2034. A signed copy
of the Request For Quotation -- Representations and Certifications
shall be included with offeror's quotation. A copy of the
Representations and Certifications is available via the World Wide Web
at http://www.treas.gov/usss/proc/rfqcerts.htm. All responsible
offerors shall mail offers to the U.S. Secret Service, Procurement
Division, 950 H Street, Suite 6700, Washington, DC 20001-4518, or fax
same to 202/406-6801, Attn: Andy Anderson, to be received no later than
4:30 P.M. Thursday, September 22, 1999. Award is anticipated within 8
days of receipt of quotations. See Notes 1 and 22. Note 22 is
applicable, but is modified to provide for the aforementioned date
