constitutes a Request for Information (RFI) synopsis and market
research. Information obtained as a result of this synopsis is for
planning purposes only and shall be provided at no cost to the
Government. It does not constitute an invitation for sealed bid or
request for proposal (RFP), nor is it to be construed as a commitment
by the Government. The Government is currently conducting a market
survey and analysis of government-off-the-shelf and
commercial-off-the-shelf products that can meet the requirements for
network-to-network Virtual Private Networking (VPN). VPN gateway
products provide Air Force remote network users secure access to
base-level networks. The products must meet the following requirements:
1) available via an existing competively-procured Government contract
open to Air Force use; 2) use cryptomodules thathave been validated
under the National Institute of Standards and Technology (NIST)
Cryptographic Module Validation Program as meeting the requirements for
Federal Information Processing Standards (FIPS) 140-1, overall Level 2
or higher, or meet criteria for National Security Agency (NSA) Type 2
or Type 1 encryption; 3) compatible with Department of Defense Public
Key Infrastructure (PKI) X.509 v3 certificates; 4) compatible with
Microsoft NT, Windows 95/98 and UNIX environments; 5) interface with
Ethernet II or 802.3 standards at either 10 or 100 megabits per second;
and 6) centralized gateway management and access control. Vendor
information should include the total Air Force procurement cost for a
solution which supports 200 simultaneous sessions. Cost information
should also indicate the 5-year sustainment costs
(warranty/maintenance/software upgrades) and other life-cycle cost
information (e.g., per year manpower demands for operation). Additional
information requested includes: throughput speed; redundancy or
fail-over design; overall system reboot time; management tools (HP
OpenView, Tivoli, proprietary, etc); product scalability; and any
additional features of the product (integrated firewall, integrated
router, addition network interfaces, etc). Businesses responding to the
market research are requested to provide information regarding what
they have available meeting the above requirements within 30 days after
the posting date of this notice. Potential vendors may express
interest, make comments and ask questions via electronic mail or fax
