45th Contracting Squadron intends to procure research and development
service and associated operational and maintenance functions on a sole
source basis from Computer Science Innovations (CSI), Melbourne, FL on
behalf of the Air Force Technical Applications Center (AFTAC). This
acquisition is for the continued development of the new Nuclear Plant
Program (NPP) evaluation techniques. The objective of this acquisition
is to continue development to the point of fielding fully functional
and operational systems. The initial phase of the effort will primarily
concentrate on setting a solid foundation for the evaluation
infrastructure. As the basic infrastructure matures, the focus will
shift toward evaluation technique/application development and
evaluation support. Because CSI developed the prototypes they possess
a unique experience and knowledge domain which is critical to the NPP
evaluation tools development effort. This knowledge and experience
cannot currently be obtained from another source without an extensive
learning curve and excessive cost to the Government, both of which
would negatively impact the AFTAC mission. The statutory authority for
Other Than Full and Open Competition is 10USC 2304(c)(1), Only One
Responsible Source. The applicable SIC code and size standard are
8999/$3.5M. No solicitation document exists. The 45th Contracting
Squadron has determined that CSI is the only source capable of
