Center is conducting a MARKET SURVEY to support a three year science
and technology program for high glide, heavy cargo airborne delivery
technologies. This market survey will be used to determine possible
sources for this S & T program. This center is interested in obtaining
information about innovative low cost, airborne delivery technologies
with any of the following capabilities: 1) Ability to be deployed by
cargo aircraft from distances of 20-40 miles from the proposed impact
point from altitudes of 25,000 feet MSL 2) Autonomous guidance that
will allow for independently overcoming possible enemy threats and
weather contingencies, including winds 3) Capability of delivering its
cargo with a precision of 100 meters circular error probability 4)
Capability of transporting up to 10,000 pounds of cargo. Critical
factors affecting potential candidates for this system are low cost and
performance. The funding levels in this program are projected to be on
the order of $4,000,000 over three years. Interested companies should
submit within 30 days following the publication of this synopsis a
description of any proposed technology innovations that could be
applied to this program, such as in the areas of airborne delivery
concept, autonomous guidance package, potential glide ratio, payload
capacity, low cost manufacturing techniques, low cost life cycle costs
and anticipated cost of prototypes. In addition, include whether the
firm is a small business, women owned or socially and economically
disadvantaged. For the purposes of this requirement, any concern with
less than 1500 employees is considered a small business. (SIC 3721).
