United Defense Limited partnership (UDLP) has been awarded a contract from the Army Office of the Program Management (OPM), Crusader, Picatinny Arsenal, NJ, for the development of the next generation Self Propelled Howitzer (SPH) and Resupply Vehicle (RSV). The National Agency Check (NAC) requirement has been identified as an item which requires implementation. Potential sources are being sought to provide an evaluation of such requirements as well as assistance in developing an implementation plan of how best to proceed with the requirement. A Request for Proposal (RFP) is expected to be released 15 October 1999 for the Evaluation of the NAC Requirement and Implementation Plan for the Program Design / Risk Reduction (PDRR) Continuation phase of the Crusader program. The subcontract period of performance will occur in the PDRR Continuation phase of the program only, and is expected to last for a period of four (4) months from the date of award. An initial interpretation of the requirements shall be accomplished within 60 days after Subcontract award. The subcontractor will act as consultant with authoritative expertise in DOD Operations Security, particularly with respect to government contract requirements. They must possess expertise knowledge of DOD 5220.22R and Army Regulation 380-19, Information Systems Security in particular. The subcontractor will provide evaluation of the requirements and provide policy guidance in the design and execution of an implementation plan for personnel security criteria for defense contractor and its subcontractors. This expertise must include, but not be limited to, all current DOD regulations, policies and guidelines for government protection of sensitive unclassified information, as well as any applicable U.S. laws or statues.
