We are doing our best to move towards these types of contracts but need help in developing metrics, quality assurance plans, and incentives for outstanding performance. Since many IT service contracts require management plans, we are hoping vendors will share some of their lessons learned and expertise at developing these documents. The end result will be issuance of guidance to the 13 Treasury bureaus/procuring activities. Any help, including links to web sites where such information is already posted, would be greatly appreciated.
