The Environmental Protection Agency (EPA) intends to competitively procure Regional Oversight Contracts (ROC) support services. The following three full and open procurements are being planned: PR-HQ-99-16977 (Region 1&2) five year base period with an estimated maximum of 73,000 LOE hours. Regions 1 & 2 consist of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont, New Jersey, New York, Puerto Rico and Virgin Islands. PR-HQ-99-16980 (Region 4) five year base period with an estimated maximum of 83,700 LOE hours. Region 4 consists of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee PR-HQ-99-16978 (Region 8&10) a five year base period with an estimated maximum of 101,000 LOE. Region 8&10, consist of the following states; Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming, Alaska, Idaho, Oregon, Washington In performance of this requirement, the contractor will be providing technical support to the Office of Solid Waste and Emergency Response's Federal Facility Restoration and Reuse Office, to assist with the Office's mission of oversight and enforcement of both Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) activities at Federal facilities. A detailed description of the services to be performed under this contract is contained in the Statement of Work posted at www.epa.gov/oamsrpod/farrell/roc2. This ROC procurement is to provide support to EPA's Federal Facilities Restoration and Reuse Office(FFRRo) in its mission of oversight and enforcement of both Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) activities at Federal facilities and, to a limited extent, PRP-lead sites within the geographical boundaries of the United States. CERCLA 120 and RCRA 6001 delegate extensive oversight responsibilities to EPA for hazardous waste remediation projects at Federal facilities. To accomplish this mission, the EPA FFRRO officials review documentation generated by the Federal PRP's contractor and Federal PRP's employees involved in site remediation, approve remedies,provide removal oversight, assist in deliberations leading to agreements with other Federal agencies. The successful offeror will be required to provide support in the following area: A. RCRA Compliance Activities: 1) provide technical support to EPA in conducting inspections at Federal facilities, 2) oversee, in concert with EPA, various phases of each RCRA corrective action, B. CERCLA Assessment Support: 1) provide technical review of pre-National Priority List Preliminary Assessments/Site Inspections, 2) prepare, for EPA review, the full Hazardous Ranking System documentation packages, and 3)review revisions and information provided by Federal agencies to EPA's Federal Agency Hazardous Waste Compliance Docket; 5) Preliminary Assessment (PA) support 6) Site inspection reviews, C. Oversight Compliance of RI/FS activities 1) provide support for treatability studies, 2) review or prepare risk assessments, 3) help monitor and overseeremedial investigation/feasibility study activities, 4) remedial investigation report review D. RD/RA oversight activities Response Activities: 1) provide review and comment to EPA on detailed design plans and specifications for implementing selected remedies, 2) oversee, in concert with EPA, the management of construction services for remedy implementation, 3) provide review and comment on shop drawings and proposed change orders, 4) provide oversight of removal actions and 5)provide technical support to EPA during the oversight of post-construction activities; E: Other Technical Assistance: provide technical support for negotiations, litigation/expert witnesses, community relations, F. sampling and analysis support. G. UXO cleanup oversight support. Offerors should be aware that they may be required to obtain security clearances to work on specific Federal facilities. For purposes of this procurement, EPA considers an offeror to have significant potential for conflict of interest if that offeror currently holds a prime contract or subcontract to provide response action contract (RAC) services on a Federal facility anywhere in the U.S. for any Federal agency or department other than EPA. However, due to the significant potential for conflict of interest during contract performance, the team subcontractor will be prohibited from providing ROC services on any Federal facility owned or operated by a Federal agency or department, other than EPA, with which it holds a prime contract or subcontract to provide RAC services. A response action contract is defined as any written contract or agreement to provide any CERCLA removal or remedial action, or to provide any investigation, evaluation, planning, engineering, surveying and mapping, design, construction, or equipment related to such response with respect to any release or threatened release of a hazardous substance or pollutant or contaminant from a facility, or to implement a RCRA corrective action. The anticipated date of award is August 2000. All responsible sources may submit a proposal which shall be considered by the Agency. This is not a request for submission of proposals. A formal Request for Proposals (RFP) will be posted on the EPA Internet Web Page, Doing Business with the EPA' on or about October 5, 1999.
