S -- PRIVATIZATION OF THE EXISTING WATER AND WASTEWATER DISTRIBUTION SYSTEMS AT FORT DRUM, NEW YORK SOL DAKF36-99-R-0005 DUE 102099 POC Contract Specialist, John Honey, Contracting Officer, Sandra Brown, (315)772-5443, e-mail: honeyj@drum-emh4.army.mil DESC: Fort Drum plans to offer the privatization of the existing water and wastewater systems at Fort Drum, New York. Privatization is defined as the transfer of ownership and responsibility for the operation, maintenance, repair, future upgrades, and future plant replacements. As a result of this solicitation, a firm will be selected to assume ownership and provide water and wastewater distribution to and from various facilities located on Fort Drum subject to an economic analysis, which will determine the feasibility of privatizing the systems. The successful firm will be required to purchase the existing systems from the Government and may be required to provide major expansions to the systems to meet future needs of the Government. This requirement will not include any purchase of water or the disposal of wastewater. Currently Fort Drum's potable water supply is generated from a combination of Government owned wells and from a contract with a private contractor. The disposal of wastewater is performed under a private contract. Fort Drum is located in Northern New York, approximately 10 miles northeast of Watertown, NY. The installation has roughly 200 administrative buildings and 2,200 sets of family quarters with an estimated daytime population of 17,000. The on-post water distribution system consists of approximately 146 miles of piping, 2142 service laterals, 12 wells, 1 water treatment facility, 13 control vaults, 3 water storage towers, an underground reservoir, and two 250,000-water tanks. The on-post wastewater system consists of approximately 100 miles of piping, 2 "Main" pumping stations, 9 lift stations and 1 Flow Meter Manhole. This requirement is unrestricted. All responsible sources may submit an offer, which will be considered. The Request for Proposal will be issued on or about 1 November 1999.
