Repair Ice Rink at the Cadet Field House. Project includes, but not
limited to, replacing existing ice floor and ice floor piping system;
replacing existing ice floor refrigeration system, including removal
and installation of two existing chillers and three chiller pumps; add
cooling tower; replacing existing dasher board with new dasher board
system, including new team, penalty, and scorer's boxes; and replacing
existing rubber floor system. Contractor shall provide all labor,
materials and equipment necessary to perform work. Contract type will
be firm fixed price. Administrative performance period is from date of
notice to proceed to 29 Feb 2000. On-site construction period is 180
days to be completed between March 2000 and Sep 2000. All work must be
completed no later than 15 Sep 2000. Liquidated damages estimated at
$24,000 daily for cost incurred in building rentals for practice and
game days and transportation of cadets will be assessed if the contract
is not completed on time. This acquisition will utilize the Performance
Price Trade-Off (PPT) technique for a best value award decision. The
technical area is ranked as the most important evaluation criteria.
Offerors will be required to submit a technical proposal and must be
evaluated as technically acceptable to be considered for award.
Previous experience in completed projects working with ice rinks and/or
similar construction projects will be a critical element of the
technical evaluation. All technically acceptable offerors will be
ranked by price and receive a performance risk rating on criteria
stated in the solicitation. Price and Performance risk are both treated
as areas and may be traded off, one against the other. The construction
magnitude is $1 million to $5 million. The resultant contractor will be
permitted storage on-site in a pre-designated contractor storage yard.
The applicable SIC code is 1799 and small business size standard for
this solicitation is one where the average annual receipts of the
concern and its affiliates for the preceding three fiscal years does
not exceed $7 million. This solicitation is being competed as
unrestricted IAW the Small Business Competitive Demonstration Program.
In accordance with FY99 Defense Authorization Act, the price
evaluation adjustment noted in FAR 52.219-23 does not apply to this
solicitation. The solicitation is tentatively scheduled for issuance on
or about 15 Oct 99. Funds are not currently available for this
acquisition and it is subject to the receipt of the Availability of
Funds for Fiscal Year (FY) 2000. Women-owned and small disadvantaged
business concerns are encouraged to submit offers. A Small Business
Subcontracting Plan is required with the initial proposal from all
