E-MAIL: Artistine Lethcoe-Reid, A.LETHCOE-REID@larc.nasa.gov. THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFQ FOR Turnkey Computer Control System. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to additional Questions and Answers to Solicitation GJCI.2028, extend the response date and to provide the time for a site visit to NASA Langley Research for interested firms/contractors to examine the facility or space where the requested item will be utilized. The due date for receipt of offers is extended to September 30, 1999. The additional questions and answers are provided: Question -- The M4RTU is the controlling device for these items using the Snap-I/O interfacing to the instrument. Are you saying that there is an existing Aerospace Service & Controls, Inc. piece of equipment on the Autoclave or Filter press that we interface to via serial port? Answer -- No. Question -- Ibelieve that what you meant to say is that the new instruments interfaced into the Snap I/O are controlled by the M4RTU. Software that controls the devices must be able to control the devices as you have already outlined in the specification document. Is that correct? Answer -- Yes. Question -- Since we are being evaluated on our technical response for the best value to the government, what response is best? If I assumed no other inputs and outputs unless they are identified by you, will my evaluation be penalized? Answer -- No, at this time the three (3) devices are all that needs addressing. The plans for expansion needed to be an option. Question -- Please clarify the following statement "Miscellaneous": The contractor shall provide system installation (field engineering for startup, check out, and calibration) which meet all applicable LaRC safety regulations. The installation shall include material, labor, engineering, startup and training (minimum of three (3) days). Operating manuals (2 copies) shall also be provided. System instalation -- Do you also mean to say that we must supply all signal, LAN, conduit & wire and field erection services from the Autoclaves & Vacuum Press to the Nema 1 Snap I/O panels. Does this also include power conduit & wiring to all devices supplied by us? If it does, can you give us the approximate distances from each of the autoclaves and vacuum press to the location of the control room equipment. Can you also provide approximate distance where power can be obtained in location to the devices we supply? Answer -- NASA will provide the power to the location and Larcnet for the LAN. The contractor will supply all conduit, wire and field erection services the the Autoclave & Vacuum Press to the Nema 1 Snap I/O panels, which is approximately 50 feet in distance. The site visit for all interested contractors is scheduled for Monday, September 27, 1999, from 1:00 p.m. to 3:00 p.m. Interested firms should register by e-mail to a.lethcoe-reid@larc.nasa.gov by Friday, September 24, 1999. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on 9/30/99.
