Law Enforcement Training Center (FLETC) will issue an Request for
Quotations for an In-Vehicle Computer/Mount (docking station) set, and
software systems (30 each) for use in our Driver Training Branch. The
system simulates a license plate inquiry for "wants and warrants." The
system must be capable of stand-alone operations (i.e., programmed to
reply with a warrant, stole-vehicle, or other similar response
(offense) to inquiries made on specified license plate number). The
system will be used to train law enforcement officials in vehicle-stop
or vehicle-inquiry procedures. The laptop computer portion of the
system shall be removable (from the docking station). The docking
station shall include all mounting hardware and shall have a swing away
mount and clevis. Two systems shall be note pad keyboard lights. Two
systems shall be installed by the vendor. The two systems shall be used
to train FLETC personnel on the system (including hardware). The vendor
awarded the software portion of the requirement shall be capable of
loading the software into the computer. The system shall include all
mounting hardware, wiring, instructions, operations manuals, and
schematics. The Government reserves the right to award on an
all-or-none basis; However, the laptop computer may be awarded
separately if it determined to be compatible with the remainder of the
system proposed by another quoter who is lower on other items. The
following is an example of system components (may not be
all-inclusive), the manufacturers, and the manufacturer's part numbers
(if applicable) which make up the system: (1) Laptop computer
(Panasonic CF-27): minimum 4 GB hard drive; minimum 32 MB RAM; 12.1"
800x600 TFT active matrix color LCD w/touch screen; minimum Intel
Pentium II 300 MHz CPU; ("DayBrite" ARX) anti-reflective LCD for
viewing in bright sunlight; docking connector; detachable carry handle;
spill resistant keyboard, LCD, and touchpad; 512 KB L2 cache, fully
ruggedized, configured for wireless application (possible systems
upgrade at a later date to allow use with a dispatch system). (2)
Mobile Docking Station (Gamber Johnson, in-vehicle port replicator),
for use with Panasonic CF-27 or equal; docking engagement latch, guide
pins, security lock; power adapter (w/surge protector, power input
regulator) designed for extreme weather conditions (high dust, moisture
and humidity); full motion and mounting capability; mouse port;
parallel port; keyboard port; 2 serial ports; USB port; display port;
headphone jack; microphone jack; all mounting hardware. (3) Note Pad
keyboard light; (4) Software, "Laptop Field Reporting Module" by
Spillman; (5) Software installation; (6) Installation of two systems
into the vehicles; (7) Systems training [using the two vehicles having
