The Victim and Witness Protection Act of 1982, the Crime Control Act of 1990, the Violent Crime Control and Law Enforcement Act of 1994, as well as the Attorney General's Guidelines for Victim and Witness Assistance set forth procedures to meet the needs of crime victims and witnesses. A major component of each of these directives is to ensure victims are advised of the significant stages in the federal criminal justice process as well as procedural developments. Notification of victims of crime consists of keeping victims apprized of the status of the investigation of a crime, as well as subsequent stages of the criminal justice system, and, if appropriate, the location and status of an offender while incarcerated and/or released. Affected DOJ components are attempting to comply with the victim notification requirement by using existing case management systems; however, there is no common Department-wide case management system and existing systems are not compatible with one another. Without a commonautomated system, victim information and notification are inconsistent, and Department personnel spend an inordinate amount of time and resources on notification tasks that could be handled more efficiently and expeditiously through the use of technology. This procurement initially seeks to provide three DOJ components, the Federal Bureau of Investigation, United States Attorneys Offices and Federal Bureau of Prisons, with a fully automated victim notification system (VNS), a central call center for victims of crime, and supplemental support services such as training users of the system. As an option, additional DOJ components and other Federal agencies may use VNS. At a minimum, the Department seeks to provide notification of criminal justice events using: automated document generation, a toll free access number for victims to obtain either an automated response or operator assisted response, and automated telephone calls to victims. The proposed contract term will cover the seven (7) year systems life, including all options. All information regarding this procurement, including the draft and final solicitation document, and amendments, will only be made available electronically on the Department's web site at http://www.usdoj.gov/07business/07_5.html. The draft RFP is available now and comments are due by 10/12/99. The final RFP should be posted on or about 11/1/99 with proposals due approximately 45 days thereafter.
