The Government intends to procure on a sole source basis to Project Technology for Architecture Characterization, Part Number ACHAR, Quantity 1 each. This Architecture Characterization includes the modification of custom software on an existing Model Compiler to develop a detailed requirement specification based upon characterization of the system. This characterization consists of a series of technical interchanges between the PT architect and the Joint Simulation Modeling System (JSIMS) Maritime architecture team to specify both hard and soft requirements. The result is software architecture to be developed using the PT Model Compiler as modified and the bridgepoint development environment. This is a combined synopsis/solicitation prepared in accordance with the format in the Federal Acquisition Regulation, supplemented with information included in this notice. This solicitation incorporates provisions and clauses at FAR 52.213-4 Terms and Conditions -- Simplified Acquisitions (FEB 1998), and any others that are applicable and in effect through the current Federal Acquisition Circular (FAC) and the Defense Acquisition Circular. It is the contractor's responsibility to be familiar with all applicable clauses and provisions. No RFQ will be prepared or made available. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors -- a determination of responsibility/ technically acceptable low bids.
