solicitation/synopsis for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only Request For Quotations; offers are being requested and a written
solicitation will not be issued. Solicitation number RFQ99Q095 is
issued as a Request for Quotation through Federal Acquisition Circular
97-12. This is a 100% small business set-aside. The SIC code is 5045
and the small business size standard is 500. The United States Secret
Service has a requirement for the following: Line Item 0001: Quantity
of two (2) Tobit Faxware V5.2 (Enterprise Version); Line Item 0002:
Quantity of one (1) Tobit Faxware V5.2 two hundred (200) user license;
Line Item 0003: Quantity of one (1) Tobit Faxware V5.2 one hundred
forty (140) user license; Line Item 0004: Quantity of one (1) Tobit
Faxware V5.2 eighty (80) user license; Line Item 0005; Premium support
for a period of one (1) year, to include user support and software
upgrades; Line Item 0006: Training and Installation Support for Line
Item 0001. This support shall include one (1) day of on-site
installation and two (2) days of on-site training at a U.S. Secret
Service ("USSS") location in Washington, DC. The USSS computing
environment contains numerous local area networks (LAN) which utilize
Novell Netware and Intranetware, Microsoft NT, and Unix operating
systems. The vast majority of these LANs are Novell based. Currently,
there is no LAN-based faxing capability. Therefore, the Contractor
shall provide on-site installation and training of the Tobit Faxware
software. The USSS reserves the right to determine when the project is
completed. USSS shall 1) provide two (2) Dell PowerEdge Servers
configured with Netware 4.11. Each server will have two (2) modems
connected to it; 2) provide analog telephone lines, as well as
MultiTech Model MT3334ZDX external modems; and 3) provide training
facilities. This location will be either 950 H Street, NW, Washington,
DC 20001, or 1310 L Street, NW, Washington, DC 20223. The Contractor
shall 1) install two (2) Enterprise versions of the Tobit Faxware
software on equipment provided by the USSS (one day time allotment for
installations); 2) provide two (2) half-day training sessions for
USSS-IRMD personnel detailing the installation and configuration
process of the Tobit Faxware software. The maximum number of students
shall not exceed six (6) students per session; and 3) provide two (2)
half-day training sessions for USSS personnel detailing how to
efficiently use the Tobit Faxware software. The maximum number of
students shall not exceed ten (10) students per session. Upon award,
the Contractor shall provide the USSS with names of the individual(s)
that will be performing the requested tasks. A start date shall be
mutually agreed upon by both parties and will only be changed if both
parties agree. This start date shall not exceed fifteen (15) days past
the date of award, unless an alternate date is agreed to by both
parties All travel costs are the responsibility of the Contractor. The
Contractor must be an authorized dealer/reseller of Tobit Software,
and must possess the capabilities and qualifications necessary to
provide the products and services discussed herein. No substitutions
will be accepted. The following FAR Provisions and Clauses are
applicable unless otherwise noted: 52.212-1, Instructions to
Offerors-Commercial Items. 52.212-1 (Addendum): Paragraph (b)(10) is
deleted; please insert the following: "For evaluation of past
performance, the offeror must provide at least three references for
contracts/purchase orders of brand name Tobit Faxware
products/services. Each reference must include customer's name and
address, contact person, project name, date of performance, telephone
number and contract value for each reference. If business entity
establishment is less than three years, provide related experience of
key personnel." 52.212-2, Evaluation -- Commercial Items; 52.212-2
(Addendum): Paragraph (a) is deleted in its entirety and replaced with:
"The Government intends to award a firm fixed price purchase order to
the responsible offeror with acceptable past performance whose
quotation is lowest in price and conforms to the specification as
provided herein; 52.212-4, Contract Terms and Conditions -- Commercial
Items; 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders -- Commercial Items. The following clauses
cited in 52.212-5 are applicable: 52.222-21, Prohibition of Segregated
Facilities; 52.222-26, Equal Opportunity (E.O.11246); 52.222-35,
Affirmative Action for Disabled Veterans and Veterans of the Vietnam
Era (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with
Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Disabled
Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.225-3,

deliver the complete quantity, FOB Destination -- Inside Delivery, with
all freight included in the delivered price. Delivery to be made to:
U.S. Secret Service -- Information Resources Management Division,
Washington, DC; the actual location shall be determined at time of
award. All proposals should include a unit cost for the equipment and
services. Delivery of products and performance of services shall take
place approximately fifteen (15) days from receipt of award. A signed
copy of the Request For Quotation -- Representations and Certifications
shall be included with offeror's quotation. A copy of the
Representations and Certifications is available via the world wide web

responsible offerors may fax quotations to (202) 406-6801, Attn: Kelly
Curtin; to be received no later than 1:00 P.M.(EST), Tuesday,
September 28, 1999. Quotations may be forwarded by mail. Quotations
sent via U.S. Postal Service shall be mailed to U.S. Secret Service,
Procurement Division, 950 H Street, Suite 6700, Washington, DC
20001-4518. Quotations sent using all other delivery carriers shall use
the following mailing address: U.S. Secret Service, Procurement
Division, Washington Navy Yard, 245 Murray Drive, SW, Washington, DC
20373-5824. All quotations must be received no later than 1:00
P.M.(EST), Tuesday, September 28, 1999. Award is anticipated within 30
