The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a contract on an OTHER THAN FULL AND OPEN COMPETITION BASIS, to Northrop Grumman Electronic Sensors and Systems Sector (NG ESSS), Northrop Grumman Corporation, PO Box 17319, Baltimore, MD 21203. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NG ESSS shall perform engineering studies, engineering change proposals, and engineering drawings pursuant to the design and development of a fifty-four (54) channel high-power transmitter based on Silicon Carbide-based high power amplifiers currently being developed by NG ESSS. This effort will support the EO Sensors Branch (AIR-4.5.5.6) at NAWCAD Patuxent River, MD. This effort will be awarded on a cost plus fixed fee basis. NG ESS is only firm that possesses the requisite expertise in radar transmitter development, SiC technology applications theory, and SiC component fabrications to develop a SiC-based transmitter in the UHF band within the limited time constraints of the Navy.
