Officer, ONR 253, (703) 696-8448 The Government intends to negotiate
using other than full and open competition with General Dynamics
Advanced Technology Systems (GDATS) to perform systems and
communications network engineering for conduct of the Extending the
Littoral Battlespace (ELB) Major Systems Demonstration Phase II (MSD
II) to be conducted in Spring 2001. GDATS is currently performing Phase
I effort under contract N00014-98-C-0174. The purpose of the proposed
contract is to provide enhancements and modifications to the existing
system design demonstrated under Phase I. GDATS is the only known
source who can build upon the existing ELB design and configuration to
support system testing beginning in September 2000 and culminating in
MSD II in Spring 2001. GDATS was the winner of the initial two stage
competition for development of the existing system demonstrated in MSD
I. There are insufficient drawings, specifications and time for
another contractor to become familiar with the ELB design and to
complete the necessary system enhancements and modifications prior to
the scheduled MSD II demonstration. Alternative designs will not be
considered at this time due to the time and expense associated with
completion of a full MSD I demonstration of any alternative system. The
period of performance of the proposed contract will be from 15 November
1999 through 31 December 2001 with two (2) one year options. The two
options will be available to provide residual support during the
transition to acquisition if a decision for procurement is made. The
Small Business Size Standard is not more than 500 employees under SIC
