King, 202-708-8367 The U.S. Department of Education(ED) intends to issue a one (1) year sole source extension to Contract PM 95008001. The contractor is American College Testing, Iowa City, IA 52243. This contract provides prompt, thorough and accurate processing of data submitted by students applying for Federal Aid (Most commonly known as Multiple Data Entry contract(MDE). ED believes that American College Testing is the only source possessing the necessary existing information, resources, and expertise to meet this program requirement within the time required by ED. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1). The Office of Student Financial Assistance(OSFA) has contracted for the services of a Modernization Partner to implement a Modernization Blueprint. Implementation of the Moderization Blueprint will result in major changes to all of the existing systems within OSFA, including the MDE System. This contract action continues service to provide sufficient time for the modernization architecture transition which will affect the MDE system and all others in the Office of Student Financial Assistance (OSFA).
