The current contract action is a modification to contract N00033-99-C-4002 to extend the period of performance for one month through 31 December 1999. The contract is for on-site, non-personal, technical, and engineering support to assist in the accomplishment of the GTS WHEAT (Vehicle Cargo Ship)conversion efforts. The modification is a sole-source action to be completed by UKR-USA Crewing Agencies. The company's crewmembers have extensive experience with the GTS WHEAT as she was originally built for use by the Soviet Army to support overseas military operations and the crewmembers served aboard the vessel prior to her transfer to the United States Navy. Moreover, the crew is familiar with the conversion effort as it is the incumbent contractor. A one month extension to the contract is the action most favorable to the Government.
