SYNOPSIS/SOLICITATION for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The U.S. Secret Service is hereby
soliciting information for potential sources to establish multiple
Blanket Purchase Agreements (BPA) for Solicitation number RFQ 99Q094
and is issued as a Request For Quotation (RFQ) for a base year and two,
one year option periods. This solicitation documents and incorporates
provisions and clauses in effect through Federal Acquisition Circular
97-13. This RFQ constitutes a 100% small business set-aside, the
associated standard industrial classification code (SIC) is 8299 and
the business size standard is $5 Million. The Service requires the
contractor to conduct; 1) Managing Anger and Conflict; 2) Media
Relations; 3) Retirement Planning Seminar; 4) Introduction to
Supervision; and 5) Practical Leadership Training courses. MANAGING
ANGER AND CONFLICT: The contractor shall demonstrate extensive
professional knowledge and experience in the field of adult teaching
and learning concepts, as well as a knowledge of current OPM policies
and regulations. The contractor shall demonstrate extensive experience
in researching, developing, and conducting supervisory management
training programs for law enforcement agencies. The contractor shall
demonstrate extensive knowledge of effective methods to positively
manage and resolve conflict and anger. The contractor shall demonstrate
extensive knowledge of what true conflict is, to include description of
its characteristics and stages. The contractor shall demonstrate
extensive knowledge of the supervisor's role in de-escalating conflict
within the office. The contractor shall demonstrate extensive
knowledge of the importance of communication, to include roadblocks,
filters, effective communication, and different listening styles. The
contractor shall present a range of emotions and methods of
controlling. The contractor shall demonstrate their ability to apply
this knowledge to personnel in law enforcement agencies, which will
enable students to resolve interpersonal and intrapersonal conflict in
a professional manner. The contractor shall demonstrate extensive
knowledge of different conflict styles and be able to transfer that
knowledge to personnel in law enforcement agencies. The contractor
shall present effective strategies to use when dealing with the
different styles. The contractor shall present different negotiating
styles and the appropriate situations, in which to use them. MEDIA
RELATIONS: The contractor shall demonstrate extensive experience in
providing a Media Relations course designed to comply with all
applicable current OPM standards, policies, and procedures relevant to
the specific law enforcement agency being trained. The contractor
shall demonstrate extensive experience in providing instruction and
practice which defines the characteristics and methods of media policy
and practice, public speaking, television/radio/print interviews,
press releases, and press conferences. The contractor shall prepare
designated law enforcement personnel to effectively represent their
agency in any specified media area within the scope of the agency's
goals and objectives by conducting real-life scenario interviews in
each of the specified media areas. The contractor shall demonstrate
current knowledge of expectations of professional media personalities
in both individual and conference interview settings and shall
communicate that knowledge to law enforcement personnel in critiques of
their practice including suggestions and instructions on improvement.
The contractor shall demonstrate extensive experience in providing
guidance and instruction on how to address topics of a sensitive nature
within a federal law enforcement agency. The contractor shall
demonstrate extensive experience in providing training in media
relations to executives, executive candidates, and senior managers in
a federal law enforcement agency. RETIREMENT PLANNING SEMINAR: The
contractor shall demonstrate extensive knowledge and experience in the
field of adult teaching and learning concepts, as well as a knowledge
of current OPM policies and regulations. This shall be evidenced by
documentation of presentations, including documentation of highly
interactive lectures with extensive class participation. The contractor
shall demonstrate extensive experience in researching, developing and
delivering retirement agencies. The contractor shall demonstrate that
they are familiar with information regarding current retirement
theories and practices and shall be able to communicate it to students.
The contractor shall demonstrate extensive knowledge in enabling
students to plan for pertinent retirement-related topics such as: 1)
Federal Retirement Benefit to include D.C. Police and Firefighters'
Retirement System, Civil Service Retirement System-Offset, Federal
Employees' Retirement System and Trans-FERS Employees; 2) Social
Security, Health and Legal Issues; 3) Tax and Financial Plans & Second
Careers and 4) Resumes and Interviews. The contractor shall provide
instructors with a high level of expertise in each of the topics listed
above. INTRODUCTION TO SUPERVISION: The contractor shall demonstrate
extensive professional knowledge and experience in the field of adult
teaching and learning concepts, as well as a knowledge of current OPM
policies and regulations. This shall be evidenced by documentation of
presentations including documentation of highly interactive lectures
with participant activities and role-playing situations. The contractor
shall demonstrate extensive experience in researching, developing, and
conducting supervisory /management training programs for law
enforcement agencies. The contractor shall demonstrate that they are
familiar with information regarding current management and leadership
theories and practices and shall be able to communicate it to students.
The contractor shall demonstrate that they have extensive knowledge of
the supervisor's role in meeting the training needs of subordinates
and in the appropriate supervisory follow-up after formal training is
completed. The contractor shall demonstrate extensive knowledge of the
supervisor's role in creating a work environment that motivates and
rewards all employees under the supervisor's control. The contractor
shall demonstrate extensive knowledge of the supervisor's role in
planning, assigning, delegating, controlling, and monitoring
subordinates' work, as demonstrated by the contractor's transfer of
that knowledge to personnel in law enforcement agencies. The contractor
shall demonstrate a practical knowledge of the principles of various
leadership styles and which styles to use in different workplace
situations, as demonstrated by the transfer of that knowledge to
personnel newly promoted into their first supervisory position in a law
enforcement agency. PRACTICAL LEADERSHIP TRAINING: The contractorshall
demonstrate extensive professional knowledge and experience in the
field of adult teaching and learning concepts, as well as a knowledge
of current OPM policies and regulations. The contractor shall
demonstrate extensive experience in researching, developing, and
conducting supervisory /management training programs for law
enforcement agencies. The contractor shall demonstrate knowledge of the
appropriate styles to use with the different generations (i.e., Baby
Boomers and Generation X) that must be supervised, for example the
concept of transformational leadership as opposed to transitional
leadership. The contractor shall demonstrate that they are familiar
with information regarding current management and leadership theories
and practices and shall be able to communicate these to students. The
contractor shall demonstrate that they are familiar with the new
paradigms affecting leadership and how they affect law enforcement
agencies. The contractor shall demonstrate a working knowledge of
empowerment versus delegation; how to effectively communicate vision,
and the concept of leading by example. The contractor shall demonstrate
extensive knowledge of a Leadership Style instrument (for example,
MBTI, DISC, or comparable instrument), to be approved by James J.
Rowley Training Center (JJRTC). The contractor shall demonstrate that
they are able to apply the practical knowledge of the principles of
time management and shall have demonstrated that knowledge by
communicating the relevance of time management to supervisors in law
enforcement. To be considered for award offerors must submit as part of
their quote information that addresses the following evaluation factors
for: MANAGING ANGER AND CONFLICT A) Ability to communicate successfully
with classes of both law enforcement and non-law enforcement
supervisors at all levels so that the means of effectively resolving
conflict and anger in a professional manner are translated into law
enforcement language and examples for the class, through presentations
including highly interactive lectures with participant activities and
role-playing situations. Ability to discuss managing change, in order
to help neutralize conflict and anger. This shall be evidenced by
either a Secret Service critique of a current course conducted for
another law enforcement agency by the contractor or a pilot session
conducted for the USSS staff. The Government reserves the right to
waive this requirement. B) Ability to clearly and comprehensively
explain to personnel of law enforcement agencies the principles and
importance of effective communication and how to prevent break down of
communication. Ability to discuss the listening styles and how to work
with each. C) Ability to process the conflict styles of personnel in a
law enforcement agency and strategies in dealing with each other.
Ability to discuss negotiating techniques; when to use and when not to
use them. D) Ability to apply sound principles of learning and
motivation to instructional design and the development of audio-visual
aids,workbooks, and handout materials for a law enforcement agency as
evidenced by a review of such materials by James J. Rowley Training
Center. MEDIA RELATIONS: A) Ability to communicate successfully with
classes of both law enforcement and non-law enforcement executives,
executive candidates, and senior managers to effectively represent
their agency in any specified media area within the scope of the
agency's goals and objectives. This shall be evidenced by a Secret
Service critique of a pilot session conducted for USSS staff. The
Government reserves the right to waive this requirement. B) Ability to
prove a background of extensive experience in providing multimedia
training for federal law enforcement agencies by presentations
including highly interactive lectures with participant activities and
role-playing situations. C) Ability to provide a team of trainers who
have extensive experience as professional spokespersons for each of the
following areas of media: radio, television, print, press conferences,
and press releases. D) Ability to clearly and comprehensively provide
all concepts and methodology necessary regarding relations between the
USSS as a law enforcement agency and the media. RETIREMENT PLANNING
SEMINAR: A) Ability to communicate successfully with classes of
combined law-enforcement and non law-enforcement personnel in a wide
range of retirement topics and concepts that cover: Federal Retirement
Benefits for employees in the D.C. Police and Firefighter's Retirement
System, Civil Service Retirement System -- Offset, Federal Employees
Retirement System, and Trans-FERS Employees; Social Security; Health
Issues; Legal Issues; Tax Planning; Financial Planning; and Second
Careers. This shall be evidenced by either a Secret Service critique or
a current course conducted for another law enforcement agency by the
contractor or a pilot session conducted for USSS staff. The Government
reserves the right to waive this requirement. B) Ability to prove a
background of extensive experience in providing retirement planning
training for federal law enforcement agencies. C) Ability to provide a
team of trainers who have extensive experience as professional
spokespersons for each topic, i.e., Federal Retirement Benefits, Social
Security, Health Issues, Legal Issues, Tax Planning, Financial Planning
and Second Careers. D) Ability to develop a course text for each
student that will include appropriate, current and timely information
relative to the course content. INTRODUCTION TO SUPERVISION: A) Ability
to communicate successfully with classes of both law enforcement and
non-law enforcement supervisors at the introductory level so that
organizational and leadership concepts and management techniques are
translated into law enforcement language and examples for the class.
This shall be evidenced by either a Secret Service critique of a
current course conducted for another law enforcement agency by the
contractor or a pilot session conducted for USSS staff. The Government
reserves the right to waive this requirement. B) Ability to prove a
background of extensive experience in providing supervisory training
for federal law enforcement agencies. C) Ability to explain to new
supervisors, the principles and procedures of successful planning,
assigning, delegating, controlling, and monitoring subordinates' work
as they apply to a law enforcement agency. D) Ability to apply sound
principles of learning and motivation to instructional design and the
development of audio-visual aids, workbooks, and handout materials for
a law enforcement agency as evidenced by a review of such materials by
James J. Rowley Training Center personnel. PRACTICAL LEADERSHIP
TRAINING: A) Ability to communicate successfully with classes of both
law enforcement and non-law enforcement supervisors at all levels so
that corporate organizational concepts and management techniques, to
include styles to use for different generations, are translated into
law enforcement language by use of presentations including highly
interactive lectures with participating activities and role-playing
situations. This shall be evidenced by either a Secret Service critique
of a current course conducted for another law enforcement agency by the
contractor or a pilot session conducted for USSS staff. The Government
reserves the right to waive this requirement. B) Ability to explain to
new supervisors the principles and benefits of successful time
management practices for themselves and their subordinates. The ability
to explain to the supervisors their role in creating an environment to
motivate and reward employees. Ability to discuss the application of
empowerment, vision, and leading by example to personnel of law
enforcement personnel. C) Ability to explain and discuss the concepts
of self-assessment tools, including the one used in class, and their
potential value to new supervisors in a law enforcement agency. Ability
to score and process the instrument used in class in relation to
supervisors in a law enforcement agency. D) Ability to apply sound
principles of learning and motivation to instructional design and the
development of audio-visual aids, workbooks, and handout materials for
a law enforcement agency as evidenced by a review of such materials by
James J. Rowley Training Center personnel. AWARD INFORMATION: The
award(s) will be based on source selection procedures. The Government
may make award(s) (which may be multiple awards for the same line item)
and subsequent orders to the responsible offeror(s) whose offer
conforms to the Request for Quotation (RFQ) and are most advantageous
to the Government, technical factors and price considered. As the
proposals become more equal in technical merit, the evaluated price
will become more important, however, the Government reserves the right
to make award(s) to the offeror(s) who provides reasonable expectation
of superior technical performance, regardless of the offeror's price
relative to the other offeror's prices. Your evaluation of the
technical factors will be based on information in your proposal that
offers the greatest value to the Government. Your response to each
technical factor must document specific competencies. Failure to
respond to the specific technical factors will preclude determining
your technical capability. Failure to submit all of the above
requirements will result in a rejection of your RFQ. MANAGING ANGER AND
CONFLICT: Four classes which are two day, eight hour training sessions
are tentatively planned for each fiscal year. Each session will have
no more than 24 persons at a time. MEDIA RELATIONS: Four classes which
are two days, eight hour training sessions are tentatively planned for
each fiscal year. Each session will have no more than 8 persons at a
time. RETIREMENT PLANNING SEMINAR: Six classes which are three days,
eight hour training sessions are tentatively planned for each fiscal
year. Each session will have no more than 30 persons at a time.
INTRODUCTION TO SUPERVISION: Four classes which are three day, eight
hour training sessions are tentatively planned for each fiscal year.
Each session will have nomore than 24 persons at a time. PRACTICAL
LEADERSHIP: Five classes which are two day, eight hour training
sessions are tentatively planned for each fiscal year. Each session
will have no more than 24 persons at a time. The Government will
provide the vendor with the course dates a minimum of 45 days in
advance of the course. The Government reserves the right to postpone,
reschedule or cancel any and all classes for the benefit of the
Government. The classes will be held in Government provided buildings
in the Washington, D.C, metropolitan area. HOW TO RESPOND: The first
step is to demonstrate that your organization is qualified to perform
the work by providing a Capabilities Statement detailing: 1) your key
personnel (those who would have primary responsibility for performing
and/or managing the effort) with their qualifications and specific
experience; 2) your organizational experience; and 3) specific
references (including contract number & project description, period of
performance, dollar amount, client identification with point of
contact & telephone number) for previous work of this or similar nature
that your key personnel or organization have performed within the last
two years.(References will be checked). Capabilities Statement will be
evaluated on a pass/fail system based on: 1) your key persons' skills,
abilities and experience; 2) your organization's experience and 3)
past performance (including number, size and complexity of similar
projects, adherence to requirements, effectiveness of program
management, willingness to cooperate when difficulties arise, general
compliance with the terms of contracts, and acceptability of service).
Written offers are to consist of the price proposal, the capability
statements, and the completed Offeror Representations and
Certifications-Commercial Items (FAR 52.212-3). Offerors must also
submit as part of their quote, information that addresses the
evaluation factors for each course. Offerors may propose on one or more
courses. Offers are due by October 1,1999, 4:30 PM local time. All
offers must be submitted by the United States Postal Service, FedEx,
UPS, DHL, or RPS. No hand carried proposals will be accepted. The ship
