COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in
accordance with the information in FAR Subpart 12.6 as supplemented
with the additional information included in this notice. This
announcement constitutes the only solicitation; a written solicitation
will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE
AVAILABLE. The RFQ number is N00140-99-Q-3346. This solicitation
documents and incorporates provisions and clauses in effect through FAC
97-12 and DFARS 19990819. It is the contractor's responsibility to be
familiar with the applicable clauses and provisions. The clauses may be
accessed in full text at these addresses: www.arnet.gov/far and
www.dtic.mil/dfars. The SIC is 7359 and the Small Business Standard is
$5 million. This is a sole source action with United Rentals/Yankee
Equipment of Bloomfield, CT. The FISC Detachment Philadelphia requests
responses from qualified sources capable of providing one MANLIFT:
On-call maintenance is required for each manlift. This maintenance
shall provide an 8-hour response time to trouble calls and a
replacement manlift, if manlift will not be functioning and available
for use within 24-hours of the trouble call. Manlifts are to be
delivered to and picked up at: U.S.N. Dry-dock "Oakridge", Pier 17
South -- Lower Base, Naval Submarine Base, Groton, Connecticut 06349.
Manlifts shall conform to the following requirements: diesel powered;
15 gallon minimum fuel capacity; articulating boom w/zero degree tail
swing; audible travel warning signals only; foam-filled tires; 60 foot
maximum acceptable working height; 45 feet minimum acceptable working
height; 200 pounds minimum required platform capacity; 500 pounds
maximum required platform capacity; 26,000 pounds maximum acceptable
overall weight; 8 feet minimum acceptable wheelbase; 20 degree (35%)
minimum acceptable grade ability; 1 mph minimum acceptable speed; 3.6
mph maximum acceptable speed; 8 feet maximum acceptable inside turning
radius; 14 feet maximum acceptable outside turning radius; 1 foot
minimum acceptable ground clearance. Equipment will be used for
multiple shifts per day -- will be used for some hydroblasting.
Additionally, an option to purchase equipment is incorporated. The
offeror shall state the purchase price or provide a formula that shows
how the purchase price will be established at the time of purchase.
The purchase conversion cost of the equipment shall be computed as of
the effective date specified in the unilateral modification required to
purchase equipment, on the basis of the purchase price set forth in the
contract, minus the total purchase option credits accumulated during
the period of lease or rental, calculated by the formula provided by
offeror with his original proposal. The accumulated purchase option
credits available to determine the purchase conversion cost will also
include any credits accrued during a period of lease or rental of the
equipment under any previous Government contract if the equipment has
been on continuous lease or rental. The movement of equipment from one
site to another site shall be "continuous rental." Period of
performance is base year, 1 October 1999 through 30 September 2000 plus
two 12-month option periods. Responsibility and Inspection: unless
otherwise specified in the order, the supplier is responsible for the
performance of all inspection requirements and quality control. The
following FAR provision and clauses are applicable to this procurement:

Certifications -Commercial Items plus DFAR 252.204-7004 Required
Central Contractor Registration; 52.212-4, Contract Terms and
Conditions -- Commercial Items: 52.217-9 Option to Extend the Term of
the Contract, 52.217-5 Evaluation of Options, 52.216-18 Ordering
(filled in as: applicable base/option period), 52.216-19 Delivery-Order
Limitations (filled in as: 1 each, 1each, 30 days, and 5 days),
52.216-21 Requirements (filled in as : 30 Sep2000); and 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items: Paragraph (a) and the following
numbered subparagraphs under paragraph (b) of this clause apply: (1),
(5), (8)(ii), (11), (12), (13), (14), (15), (19), (23); and paragraphs
(d) and (e). Offerors shall include a completed copy of 52.212-3 ALT
I with offers. All clauses shall be incorporated by reference in the
order. Additional contract terms and conditions applicable to this
procurement are: 252.212-7000, Offeror Representations and
Certifications -- Commercial Items and 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items including
paragraph (a) and the following clauses referenced under paragraph (b)
of this clause apply: DFAR 252.225-7012 Preference for Certain
Domestic Commodities, DFAR 252.225-7028 Exclusionary Policies and
Practices of Foreign Governments, and DFAR 252.243-7002 Certification
of Requests for Equitable Adjustment; and paragraph (c). See Numbered
Note: 22. However, all offers received within 10 days (in lieu of 45
days) after date of publication of original synopsis will be considered
by the Government. This announcement will close at 2:00 PM on 28

determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. Quotes over 10 pages in
total will not be accepted by facsimile. All responsible sources may
submit an offer that shall be considered by the agency. Offers shall be
evaluated on the basis of a. technical acceptability; and b. Past
performance: the quoter shall submit, as part of its proposal,
information on previously performed contracts or on-going contracts
that are similar to the statement of work in the solicitation performed
for Federal, State or local Governments, and for commercial firms.
Information shall be provided on either 1) all such contracts within
the past three years, or 2) the last three such contracts performed,
whichever is fewer, and shall be limited to the name and address of the
organization for which the product was supplied and services were
performed and the number (phone, fax or Internet) of at least two
contacts for each contract listed. The quoter should not describe past
performance history in the proposal. The information may include,
however, discussion of any major problems encountered on the contracts
listed and the corrective actions taken to resolve them. The
information may also include a description of any quality awards earned
by the quoter; c. price. Responses will be evaluated according to which
firm can meet the requirements at the best value to the Government.
Sources demonstrating the capability of furnishing theabove system
shall supply pertinent information to perform a complete and proper
evaluation. Each response must clearly indicate the capability of the
