aside for small business concerns. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in far Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a separate
written solicitation will not be issued. Solication Number
N68836-99-T-0137 applies and is issued as a Request for Quotation. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-37 and Defense
Acquisition Circular 91-10. The standard industrial code is 3499 and
the business size is 500 employees. This requirement is for a fixed
price contract for one line item as follows: Line Item ooo1: Kevlar
Mooring Lines, size 3 3/4 inch circumference, 600 feet long with 6 foot
eyes spliced at each end of each mooring line, 4 strand rope Qty: six
(6) ea. Delivery date 45 days after award of the contract with delivery
to NAVSTA Pascagoula, FISC Det Bldg 50, Pascagoula MS 39595-3500. The
Provision at FAR 52.212-1,Instructions to Offerors -- Commercial Items
applies. Paragraph (h), Multiple Awards -- Delete entire paragraph and
substitute "award". The government plans to award a single contract
resulting from this solicitation. Quoters are required to complete and
include a copy of the following provisions with their proposals; FAR
52.212-3, Offeror Representations and Certifications- Commercial items.
Also DFARs 252.225-7000, Buy American Act and Balance of Payment
Program Certificate. FAR Clause 52.212-4, Contract Terms and Condition
Commercial Items, applies. Addendum to paragraph (o) Warranty --
add:"Additionally, the government will accept the contractor's
commercial warranty." The Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items applies with the following applicable clauses for
paragraph (b): FAR 52.222-26 Equal Opportunity; FAR 52.222-35,
Affirmation Action for Special Disabled and Vietnam Era Veteran; FAR
52.222-36, Affirmation Action for handicapped Workers; FAR 52.222-37,
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam ERA. DFARS 252.212-7001, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders Applicable to Defense
Acquisitions of Commercial Items, applies with the following clauses
applicable for paragraph (b): DFARS 252.225-7012, Perference for
certain Domestic Commodities; DFARs 252.225-7001, Buy American Act and
Balance of Payment Program and DFARS 252.204-7004, Required Central
Contractor Registration. The government intends to make a single award
to the responsible contractor whose quotation is the most advantageous
to the government considering price and price related factors. This
solicitation will be evaluated on price, delivery and past performance
manufacturing this type of supply. Vendors are required be Central
Contractor Registered(CCR). Quotations must be received not later than
3:00 PM, Local Time, 29 Sept 1999. Quotations sent via the US Postal
Service should be mailed to NAVSTA Pascagoula, FISC DET Bldg 50, Attn:
Alisa C. Murray, Pascagoula MS 39595-3500. Direct deliveryof offers is
only possible during weekdays, excluding federal holidays, between the
