30th Space Wing, Vandenberg AFB CA 93437-5226 is soliciting offerors
to supply a single operator airless pavement marking machine. This is
a synopsis/solicitation for commercial items prepared in accordance
with the format in subpart 12.6, as supplemented with additional
information included in this notice. The announcement constitutes the
only solicitation, Quotes are being requested and a written;
solicitation will not be issued. The solicitation number is
F04684-99-T-0587 and will be issued as a request for quotation (RFQ).
The solicitation document and incorporated provision and clauses are
those in effect through Federal Acquisition circular 97-13. This
acquisition is 100% set-aside for small business participation only.
The SIC is 5088 and size Std is 100. Services, non-personal: Contractor
to furnish all labor tools parts materials facilities transportation
and supervision necessary to provide a single operator airless pavement
marking machine. General: The purpose of this specification is to
describe a high pressure airless pray, four wheel, self-propelled,
single driver-operator, highway, street, and airport pavement marking
machine designed to apply both reflective and non-reflective, solvent
or water based traffic paint. All materials that come into contract
with the traffic paint will be stainless steel where available. The
machine shall have the capability of apply two colors in both solid and
intermittent line patterns with line widths varying from 2" to 12" per
gun. The single driver-operator shall be able to view both existing
and newly painted lines while seated in the operator position. Vehicle
Specifications: 1. Ignition: Transistorized 2. Electrical: 12-Volt DC,
60 amp-hour battery, alt 3. Displacement: Electric Start, liquid
cooled, not less than 617cc -- 20 HP 4. Drive Train: Automatic Torque
Converter; F-N-R 5. Final Drive: Dual-mode differential 6. Exhaust:
Muffler with USFS-approved spark arrestor 7. Tires, front/rear:
20.5x8x10 (10 ply-1535 lbs/per tire) or equal 8. Suspension front/rear:
Independent, MacPherson-strut, semi-ind, modified DeDion or equal 9.
Steering: Power assisted 10. Brakes: 4-wheel hydraulic drum,
self-adjusting to include handbrake 11. Minimum Speed Stripping: No
less than 15 MPH 12, Lights: Sealed beam Headlights with 2
tail/stoplights and turn signals Compressor: Unit shall be equipped
with a two cylinder single stage, minimum of 10.6 CFM displacement, air
compressor. Engine: Unit shall be equipped with a minimum eighteen (18)
HP, air cooled, overhead valve, electric start, gasoline engine. Air
Receiver: The receiver shall be built in accordance with the
requirement of the A.S.M.E. Boiler and Pressure Vessel Codes. It shall
be equipped with a preset safety relief valve, pressure gauge, air
release valve and condensation drain. Paint Container: Unit shall have
no less than (2) 30 gallon capacity zero-pressure stainless steel
paint tanks. Each tank is valved at pump inlet allowing tanks to be
bused separately or simultaneously. Paint Supply System: At a minimum
the paint supply system shall be constructed to allow for the
application of solvent or water based traffic paints. All fluid wetted
plumbing shall be stainless steel where available. Paint pump shall be
a high pressure airless piston pump rated at a minimum of 2.5 gallons
per minutes @ 2000 PSI. Pump shall have an abrasion and
corrosion-resistant displacement road and cylinder. Pump shall have
capability to recirculate the paint and shall be equipped with a
pressure bleed valve. All high-pressure ball vlaves to be rated at
2,000 PSI working pressure or higher. Paint Spray Guns: The unit shall
be equipped with two stainless steel automatic airless spray guns
rated at 3000 PSI maximum working pressure. Glass Bead Supply: One
reflective glass bead tank assembly shall be provided and built in
accordance with the requirements of the A.S.M.E. Boiler and Pressure
Codes. The tank shall have a capacity of 350 lbs. Of reflective glass
bead material. The stank shall be equipped with an air inlet check.
Glass Bead Guns: At a minimum the unit shall be equipped with two
stainless glass bead guns tat shall be automatically air operated to
work in conjunction with the paint spray guns. Each gun shall allow an
even spread of beads over the wet painted area. The amount of beads
shall be controlled by a control know on the glass bead guns. Cleaning
System: A minimum five gallon stainless steel solvent tank shall be
supplied for ease of cleaning during striping operations. The system
shall be plumbed in order that the paint supply lines may be flushed
thoroughly after each use. Platform: At a minimum an all steel
constructed platform shall be attached to the vehicle frame to the rear
of the operator. The paint tanks, bead tanks, air compressor and air
compressor drive engine shall be mounted bolted to this platform. The
platform shall provide added overall unit strength and protected the
-components from road elements. The platform shall have an access door
for routine maintenance to the vehicle drive engine and shall have a
tilt feature to allow access for additional maintenance. Carriage: At
a minimum a single carriage shall be mounted to the left of the
operator to prevent centerline straddling. The carriage shall be easily
raised and stored in the upright position when not in use. The ground
to carriage height shall be consistent with the use of one pneumatic
caster mounted to the front of the carriage. The caster shall have a
complete turning radius of 360 degrees. The carriage shall house two
paint spray guns and two bead guns. An optional single spray gun/bead
carriage shall be supplied on the right side of the machine allowing
for independent operation. A proximity switch shall be located in the
gun carriage storage position (transport position) to disable the paint
and bead gun to prevent accidental gun actuation while in the storage
position. The outrigger shall be include a gas assist piston to ease
the lifting of the carriage once the carriage elevated approximately on
foot off the ground. The carriage shall allow backing up of the vehicle
without the requirement of lifting the carriage caster from the road
surface. Electronic Skip-Timer System: Fully adjustable paint and cycle
length from 0.1 to 999.9 feet. No cams, gears or pulleys. Built-in
footage counters for each paint gun. Built-in speedometer for paint
thickness uniformity. Easy to read display for set up and operation, no
internal controls or switches. Adjustable digital delays for pressure
fill and exhaust to assure accurate line lengths at any speed. Near
zero speed sensor is accurate at very slow speeds. Fully protected
against short and open circuits with built in troubleshooting and
diagnostics. Cycle-lock features to allow retracing old lines without
measuring the old lines first. Cycle lock features to automatically
adjust paint and cycle lengths on the move. Low current draw to prevent
low battery failure or inaccuracy. Quick removal from machine for
security. Operators Control Panel: The operators control panels shall
be located for ease of reach and operation. The panel shall be in full
view of the operator at all times. All controls shall be labeled with
description of use. The control panel shall have removable access for
maintenance. Line Guide Assembly: The line guide assembly shall be
constructed of a tube-in-tubes type steel for an extendible length of
no less than 76 inches. The line guide assembly shall be easily
foldable for travel when machine is not in use. The guide shall have an
adjustable lateral guide for left or right striping operations.
Plumbing: All paint hoses, air hoses, air lines shall be of proper
size, tested in excess of normal working pressures and constructed in
accordance for all paint striping applications. Guards and Shrouds: The
air compressor, air compressor drive engine, and power train components
shall be guarded for operator safety. Additional Equipment: 1. Remote
hand gun with no less than 25 foot fluid line, capable to apply breads
through gun. 2. Rotating beacon. 3. Fire extinguisher. 4. Side mounted
mirrors 5. Technical Service: Technical service group available through
an 800 number and be staffed between the ours of 8:00 AM and 3:00 PM
P.S.T. 6. One additional paint filter. 7. One Paint gun repair kit. 8.
One displacement pump repair kit. The provisions at FAR 52.212-1,
"Instructions to Offerers-Commercial" apply to this acquisition. The
provisions at FAR 52.212-2, "Evaluation-Commercial Items" apply to this
acquisition. This item being procured and will be awarded using
simplified acquisition procedures in accordance with FAR 13.106-2.
Offerors must submit a completed copy of the provision at FAR 52.212-3,
"Offeror Representations and Certifications-Commercial Items." The
clause at FAR 52.212-4, "Contract Terms and Conditions-Commercial
Items" applies to this acquisition. The DFAR clause 252.212-7000,
"Offeror Representations and Certifications Commercial Items" applies
to this acquisition. The clause at FAR 52.212-5, "Contract Terms and
