1. Computer Sciences Corporation (CSC) as Technical Agent for the U.S.
Army Electronic Proving Ground (USAEPG) at Ft. Huachuca,Arizona is
seeking potential sources to provide state-of-the-art counterdrug
equipment. Proposed equipment must be packaged as a fully integrated
turnkey system. 2. Products submitted for review must meet two (2)
specific qualifying criteria: 1) The proposed equipment must have been
developed under federal sponsorship; 2) Product shall have a specific
counterdrug application such as, but not limited to: a) audio/video
surveillance; b) command, control, communication, computer,
intelligence systems (C4I); c) portable narcotic detection systems; d)
telephone intercept systems; d) body wire devices; e) GPS based
tracking systems; f) data sharing and analysis; etc.. Products which do
not meet both of the above criteria will not be considered by CSC. 3.
Suppliers selected as a potential source who meet the criteria as
stated above may be selected to participate in a demonstration of the
proposed product at a place and time to be determined by CSC.It is
anticipated that CSC will host the demonstration for proposed products
in Tucson, Arizona; however CSC may host this demonstration anywhere
it deems appropriate. 4. The demonstration will consist of a detailed
technical review of the proposed product by a panel of law enforcement
experts. Demonstrations will be performed by product type in which an
equivalent competitor's product (if any) may be evaluated. This will
allow law enforcement experts to compare similar products at equivalent
times to determine the best product in terms of performance
characteristics. 5. The demonstrations will be limited to one (1) hour
in length and will be strictly limited to the established time. 6.
Funding will not be authorized by CSC for participation in these
demonstrations. Suppliers selected to perform a demonstration will be
required to fund the associated cost to attend. 7. Interested companies
are encouraged to submit a letter of interest. The letter shall
include, an executive summary, brief description of the proposed
product, a brief description explaining who federally sponsored the
development of the product, estimated pricing, estimated delivery,
warranty provisions, and training options. Letters of interest shall
not exceed four (4) pages in length. Overhead projector slides capable
of briefing the proposed product may also be included, limited to six
(6) pages in length. 8. Companies selected to demonstrate products
will be notified of the demonstration location and dates. Since there
may be several attendees, the selected dates cannot be adjusted to meet
individual company conflicts. 9. Letters of interest shall be submitted
to: U.S. Army Electronic Proving Ground Counterdrug Office Ft.
Huachcua,Arizona 85613 Attn: Technology Transfer Program 10. Responses
received after the due date of 10/29/99 will not be evaluated. 11. CSC
reserves the right to reject anyor all proposals submitted in response
to this solicitation. 12. Companies shall not request nor will obtain
a list of reviewers who will be attending the demonstrations. Posted
