Specialist, 301/415-6594 The Nuclear Regulatory Commission (NRC)
intends to enter into a sole source contract with Encore Real Time
Computing, Incorporated, for the acquisition of their Software Update
Services (SUS) for four Government-owned Encore computer systems
located at the NRC Technical Training Center (TTC) in Chattanooga, TN.
The procurement shall be conducted using other than full and open
competition in accordance with FAR 6.302-1. The period of performance
shall be for a three (3) year contract with two (2) one-year options.
The NRC owns and uses one Encore 32/6780 computer, three Encore RSX
computers, and three Encore Infinity computers with DEC Alpha
processors connected to the RSX computers to run three full-scope
nuclear reactor simulators for training purposes at the TTC. The SUS is
required to update the various operating and utility software so the
executive simulator software can be modified and upgraded. These
computers utilize proporietary operating systems, customized executive
systems and related software that are not available, off-the-shelf,
commercially. Encore is the developer of this proprietary software and
is the only organization which produces SUS materials for Encore
computers. The types of software to be updated include the MPX-3
Release 3.x operating system and utilities, Fortran-77+ compiler,
Scientific run-time library, Ethernet handler, COMM-32 DOD
Architecture, AID debugger, MPX-32 Development system, Digital UNIX
operating system, Digital Fortran-90 and C compilers, and Encore DRTX
communication software. Interested respondents must submit a written
capability statement including technical information sufficient to
demonstrate a bona fide capability to meet this requirement to the U.S.
Nuclear Regulatory Commission, Division of Contract and Property
Management, Mail Stop: T-7-I-2, Washington, D.C. 20555. Telephonic
