Communications-Electronics Command (CECOM), Research, Development and
Engineering Center (RDEC), Intelligence and Information Warfare
Directorate (I2WD) announces the expectation of the Broad Agency
Announcement (BAA) to award a number of relatively small research
efforts through Fiscal Year 2005. The research areas may have short or
long-range impact on Army Signals Intelligence (SIGINT), Electronic
Warfare (EW), Command and Control Warfare (C2W), Information's
Operations (IO), Information Warfare (IW), night vision (NV), tactical
laser, aided target recognition (ATR), combat identification (CID),
aircraft and ground vehicle survivability equipment (ASE&GSE),
Electro-optics (EO), infrared (IR) or countermeasure technologies. The
Government encourages application of prospective offerors including
but not limited to private companies (large and small), educational
institutions, and non-profit organizations. Also, Canadian firms
participating in the Defense Development Sharing Program are eligible.
Informal proposals and outlines are encouraged before a final proposal
to BAA I2WD 2000 are submitted. Also, offerors are encouraged to
contact Government topic technical point of contract (TPOC) regarding
advised security levels. The release of the BAA I2WD 2000, Solicitation
No. DAAB07-00-R-K501, is anticipated on or about 12 October 1999 for
research interest topics to achieve information superiority and
information dominance. All interested parties wishing to do business
with CECOM are invited to access, operate, send and receive data from
CECOM Business Opportunity Page (BOP) which can be accessed at the
following internet address: http://abop.monmouth.army.mil. The
Government expects various awards to start during FY'00 through FY '05
with expected range of cost from $50K to $2M for one (1) person-year
level of effort (LOE) to eight (8) person year LOE as appropriate for
deliverables. Deliverables will vary from limited data (study/analysis)
to significant data consisting of substantial software and hardware
(technique developments/demonstrations/brassboards). General questions
