a competitive Request for Offer (RFO) for the design, fabrication,
verification, and delivery of two (2) Wastewater Storage Tank Assembly
(WSTA) flight units for use in the International Space Station. One of
the units will be used as a qualification unit. Delivery of the two
units is planned for no later than December 15, 2000. An Acceptance
Data Package (ADP) shall be delivered with each flight unit. An option
for two additional units is contemplated. A cost type contract is
anticipated for the initial two units and a fixed price contract is
anticipated for the option units. The WSTA's will utilize a welded
metal (Inconel) bellows tank to store up to 3.6 gallons of wastewater
for downstream processing. The outer shell of the WSTA's will be
constructed of aluminum with the bellows tank mounted inside. Inlet and
outlet fluid connectors will be located in front of the assembly. Three
rotary type potentiometer quantity sensors will be located in the rear
of the assemblies. Installation guides and mounting hardware will also
be a part of the WSTA's. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 8731 and 500, respectively. The DPAS Rating for this
procurement is DO-C9. The provisions and clauses in the RFO and model
contract are those in effect through FAC 97-12. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
October 20, 1999 with an anticipated offer due date of on or about
November 19, 1999. An ombudsman has been appointed -- See Internet Note
"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in
Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and
will reside on a World Wide Web (WWW) server, which may be accessed
using a WWW browser application. The Internet site, or URL, for the

shall notify this office of their intent to submit an offer. It is the
