NASA/Stennis Space Center plans to negotiate only with the Gulf Coast
Community Foundation (GCCF) for the purchase of database information,
analysis, and feasibility assessment, applicable to the success of the
Stennis Space Center Visitor Center. The sole source basis for this
procurement lies with the GCCF's unique position within the Missippi
Gulf Coast Community. The GCCF is a nonprofit organization comprised of
community leaders having access to unique attributes and resources via
connections with major civic organizations and economic development
activities. In addition, the GCCF is already pursuing parallel efforts
to attract tourism to the area and foster economic growth by
cultivating the region's potential in education and entertainment
opportunities. The study shall provide all resources (either directly
or by subcontracting) to develop an Initail Feasibility Study to
analyze the potential for raising non-appropriated funds, constructing,
and operating a complex that would serve as NASA/SSC Visitors Center in
a location close to SSC that is selected for its potential to attract
a maximum number of visitors. The study should recommend the site size,
siting options that recommend the best places to put the complex,
taking into account how the recommended sites would be integrated with
present plans to bus visitors from the Mississippi Welcome Center to
the test complex adn existing SSC Visitors Center. The recommended
complex may either supplement or replace the existing SSC Visitors
Center. The study shall consider and evaluate the potential for the
State of Mississippi, other federal agencies resident at SSC, as well
as private companies located on the Mississippi Gulf Coast, to be
involved in terms of the concept and content of the complex. The study
should formulate and document project goals that define the scope,
nature, size, financial parameters, schedule milestones, and target
audience of the project. The study should detail potential operating
revenues, operating expenses, and operating surplus of the envisioned
complex. The study should recommend sources of capital for future fund
raising, including the option of revenue bonds, grants, and other
forms of financing that do not have to be repaid. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP). The
Government intends to acquire a commercial item using FAR Part 12. See
Note 26. Interested firms have 15 days from the publication of this
synopsis to submit a proposal for consideration. The proposal must
include qualifications, pricing,and business size. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. All responsible sources may submit an offer in writing
which shall be considered by the agency. An Ombudsman has been
