The U.S. General Services Administration (GSA) intends to award a non-competitive contract to Mitretek Systems, Incorporated, Center for Telecommunications and Advanced Technology, 7525 Colshire Drive, McLean, Virginia, under the authority of 41 U.S.C.253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The proposed period of performance for this contract will be for one year with four one year options. This requirement has been limited to those functions that require the services of a non-profit, conflict-free organization that possesses unique telecommunications/information technology capabilities. Mitretek Systems will provide continued core levels of essential unique engineering capabilities to support GSA in the definition, analysis, acquisition, evolution, and independent and objective evaluation of telecommunications and information technology services and systems in support of GSA's current FTS2001, Metropolitan Area Acquisition (MAA), and associated niche contract programs, the successor inter/intracity telecommunications acquisition environment, the development of an overall government telecommunications services strategic concept, and their interfaces with other GSA and governmental telecommunications efforts. The nature of the work requires freedom from actual or potential conflict of interest (no direct or indirect association with firms in the telecommunications or information technology industry), knowledge in the field of telecommunications/information technology and in government/GSA telecommunications and information technology services and systems, no engagement in any business activity which could make the contractor appear unsuitable for having access to GSA or other government entities plans, standards, methodologies, acquisition information, and vendor proprietary information.
