Due to the proprietary and copyright nature of the CD-ROMs, selected by the National Health and Safety Committee, produced by Summit Training, there is a reasonable basis to conclude that the license agreement which provides unlimited and indefinite authority to distribute through any media and reformat Summit Training CD-ROMs for safety training purposes throughout the Veterans Health Administration, other VA departments within the Veterans Benefits Administration, and the National Cemetary Administration, are only available from Summit Training, and no other type of supply/service will satisfy agency requirements.
