synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
test program outlines FAR Subpart 13.6 as well as supplemental
information provided herein. The Base Communications Offices located at
Portsmouth NH, Newport RI, and Jacksonville and Mayport FL have a
requirement for the purchase of cellular phones, accessories and
associated service agreements. In addition, service is required for
existing Government-owned digital and analog phones. The SIC code is
4812 and the small business size standard is 1,500 employees. The
proposal shall include the following information to be considered:
Detailed pricing for a period of one year for all services and
equipment described below: PORTSMOUTH NH Purchase 20 digital cellular
phones and service for nationwide coverage with no roaming or long
distance charges. Proposal should include price for the following
accessories: extra battery, cigarette lighter charger, leather carry
case, and belt clip. Monthly service plan should include approximately
600 minutes. Purchase basic digital service for 23 existing
Government-owned NEC 200 phones. Purchase basic service for 66 existing
Government-owned NEC 820 analog phones. NEWPORT RI Temporary analog
service for 450 Government-owned phones. Period of performance will
commence 1 OCT 99 for up to four months. JACKSONVILLE AND MAYPORT FL
250+ phones: User needs may vary from occasional to daily use, and from
nationwide digital to local analog service, but service providers can
assume that at least 75% of calls initiated or received will be in the
local calling areas. Quality and cost of equipment and service as well
as local call area coverage will be the key factors in making a best
value determination for award at all locations. Offerors proposals
should be submitted including all costs for, purchasing, upgrades,
trade-in values, activation fee and monthly costs associated with
service agreements. Proposals should also include rate area maps. This
announcement constitutes the solicitation/RFP and is the only
solicitation that will be issued. Firm-fixed price commercial item
contracts will be awarded utilizing simplified acquisition procedures.
