request for information on the capabilities of firms and estimated
costs to develop three new competency assessment batteries for Federal
government clerical, professional and managerial occupations. The test
batteries, called USA Assessment-Clerical, USA Assessment --
Professional, USA Assessment Managerial will be used to guide, select,
and place candidates in Federal jobs that are most suitable to their
skills and talents. The tests, to be administered on computer via the
internet, will be a combination of computer-based simulation exercises
and traditional objective multiple-choice test items. OPM is
interested in work simulations using fully interactive computer
technologies, especially those with a "shell" or software platform that
could be readily tailored for specific occupational families or groups.
The simulations should include virtual office environment such as
computer-based in-basket exercises using interactive multimedia. OPM
has completedcomprehensive occupational analyses of most Federal jobs
that identified the competencies required for occupational success. USA
Assessment will be designed to measure the competencies and provide
individual competency profiles for recruitment, selection, and
diagnostic information for skill improvement. A list of the

202-606-1192. This is not a Request for Proposals (RFP) but a
preliminary request for information prior to the issuance of an RFP.
Interested firms should provide information about their capabilities
relating to development and scoring of tests and computer-based
simulations and the approximate costs associated with the development
of each of the three USA Assessment batteries. Responses should be sent
