IMPORTANT CHANGES TO AUTOMATED BEST VALUE MODEL (ABVM) IMPORTANT NOTICE TO CONTRACTORS IMPORTANT CHANGES TO AUTOMATED BEST-VALUE MODEL (ABVM) The Defense Logistics Agency (DLA) is pleased to inform our contracting community of important changes that are being made to the ABVM. These changes will enhance your ability to view your ABVM data and provide, to the buying community, the most comprehensive and accurate past performance information available. The improvements will include: 1. ABVM has now progressed from the test model to an enhanced system (ABVS); 2. One consolidated ABVS database for all supply centers; 3. Internet Site replaces Electronic Bulletin Board (EBB); 4. DLA ratings in lieu of Center ratings; 5. 12-month rating period expanded to 24 months; 6. Tracking of delivery extensions. Currently, each Center has its own ABVM/ABVS database. These centers are DSCR, DSCC (to include the former Defense Electronics Supply Center), and DSCP (the former Defense Personnel Support Command and the Defense Industrial Supply Center). At the completion of the deployment of ABVS, there will be only one DLA ABVS database. This will allow buyers access to ABVS information concerning each contractor's performance throughout DLA, thus providing even more information to make a best value decision. One DLA database will allow contractors to view, from one location, all of their own ABVS data for any center at which they do business. Contractors will be able to access this information from one of three ABVS Internet sites (Internet sites will eventually replace the EBBs). As each center initiates its Internet Site, instructions on how to access the site will be provided. The sites will be password protected as the EBBs have been. While each contractor may view its own DLA ABVS data at any center's site, it is important to note that any challenges must still be sent to the appropriate center. The center will be identified for each line of data and each rating. Another benefit to the new system will be that adjusted ratings and status on resolved challenged data will be updated daily. As a result of having only one database, ABVS ratings for performance in a Federal Supply Class (FSC) will be based on DLA consolidated performance history. Therefore, if a FSC has transferred from one center to another, the performance history will transfer as well. In addition, contractors will no longer have separate Center ratings, but a DLA rating, which is a compilation of the contractor's FSC ratings for all business conducted with DLA. The DLA system will use 24 months of past performance history as the standard rating period. The decision to expand to a 24-month rating period (in lieu of the current 12 months) was based on research that indicated a more representative rating could be achieved. DSCR is currently implementing the 24 months by extending the rating period by 1 month after each monthly ABVS run until the rating period reaches 24 months; consequently, the oldest month will not drop off until the 25th month. DSCC and DSCP will begin the same implementation procedure and will notify contractors when implementation begins. Finally, a major enhancement to the ABVS program that will expand Contract Delivery Date (CDD) fields is currently in process. It will maintain an audit trail of all CDDs (original and revised) and will indicate whether the CDD modification was the responsibility of the contractor or the Government. In other words, contractor-caused delinquencies, regardless of corrective action, will be reflected in the ABVS as an indicator of past performance. We expect an October 1999 deployment of these ABVS changes and ask your patience and understanding during this implementation phase.
