the Special Missions Program, Code PM2P. It is a request for
information only and your response is not an offer. This request for
information does not commit the Government to pay any costs incurred in
the preparation of any submission to this market survey or to contract
for services. 2. MSC PM2P HQ requests information about the cost and
availability of a U.S. or foreign flag plow survey vessel with U.S. or
NATO security clearance for bridge personnel to perform services
described below. 3. Mission: Vessel will be utilized to conduct bottom
surveys in the North Atlantic Ocean using a Government-furnished
portable side scan sonar system. Total area to be surveyed is about 600
nautical miles over three different areas. The estimated duration of
the project including mobilization and demobilization at the port of
operations is about 35-45 days. 4. Vessel characteristics: a. Vessel
must possess sufficient deck space and strength to carry
Government-Furnished Equipment as follows: (1) Side scan winch,
6'x5'x5', approx. 9000 lbs. (2) Two tow fish, 6'x2'x1', approx. 100
lbs. each, with 1" Kevlar line. (3) 12 pieces of misc. equipment,
2'x2'x2', approx 100 lbs. each (4) Deck mounted HPU (if necessary) b.
Vessel must provide clean/dry environment for two consoles, 4'x3'x3',
approx. 500 lbs. each. c. Vessel must be equipped with 2000m fathometer
(Sperry ES 5000 or equivalent). d. Vessel must be equipped with "survey
grade" (high resolution) navigation input for integration into
processor. e. Vessel crew will be required to man/operate GFE winch
under direction of Government personnel. f. Vessel must be able to
accommodate minimum four Government personnel. g. Vessel must be able
to maintain survey speed of four knots in Sea States up to SS7. h.
Vessel must be capable of minimum transit speed of twelve knots. i.
Vessel must be capable of 45 days endurance. j. Vessel must be equipped
with DGPS or equivalent. k. Vessel must be equipped with lift capacity
sufficient to launch and recover the tow fish. 5. Laydays: Oct/Nov
1999. 6. Delivery/Redelivery: UK as mutually agreed (Portland
preferred). 7. Operating scenario: Total area to be surveyed is about
600 nautical miles, over three different areas. Three passes are
intended on each route. At-sea time is estimated at 25-30 days,
including transits between areas and core sampling (required at 10
nautical mile intervals along each route). Five days each of
mobilization and demobilization is estimated at the port of operations.
8. Estimates should include the following information: a. Vessel
name/flag/owner b. Detailed vessel characteristics c. Daily estimated
charter hire rate d. Availability dates e. Previous experience f. Any
pertinent questions or comments and/or alternative proposals g. Whether
company is a small business (500 employees or less) 11. Estimates are
requested prior to 1200 hours, Washington DC time, 29 September 1999.
