This synopsis/solicitation is prepared in accordance with Federal Acquisition Regulation 12.6 for the Lease of Motor Vehicles. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ). This solicitation document, incorporated provisions and clauses are those in accordance with Federal Acquisition 97-11 and Standard Industrial Classification Code 7515. This activity has a requirement for one (1) Dodge Grand Caravan or GMC Safari minivan and one (1) Maxi Van: Dodge, Ram Van or GMC B3500. Minimum requirements for the minivan are: Removable seating, bench, for 7 passengers, power windows, power door locks, air conditioning, cruise control and AM/FM/cassette radio. The minimum requirements for the Maxi Van are: removable seating, bench, for 15 passengers, power windows, power door locks, air conditioning, cruise control, AM/FM/cassette radio. Unlimited Mileage is required for both vehicles. It is estimated that the mileage driven will be between 30,000 and 50,000 miles a year. The lease period will be 10/01/99 through 9/30/2000 with a one (1) year option period. The contractor shall provide full coverage "bumper to bumper" warranty on vehicles for the entire length of the contract including option period. Maintenance shall be performed by manufacturer authorized representatives and will be in accordance with the industry standards. The Government will provide government license plates which will be used to identify the vehicles as government operated for official use only. The Government will be self- insured for vehicles leased under contract. Government shall perform preventative maintenance and non-warranty related maintenance, caused by normal wear and tear, on vehicles as prescribed in applicable owners or maintenance manuals. The Government will be responsible for fuel, oil and lubricants required to operate or maintain vehicles as prescribed in owners manual when such items are not covered under warranty. The contract will be awarded using "technical acceptable -- low price" methodology. Technical capabilities are as important as past performance and price. The proposals will be evaluated using the following criteria: 1) Technical Capabilities: Provide a statement that shows an understanding of the requirement and how this requirement will be managed, 2) Past Performance: Provide three references. Include company name, contract number, point of contact and telephone number(s), and 3) Price. Award of this contract shall be subject to the availability of funds. Contractor must be registered in the Central Contractor Register to be eligible for award.
