59 -- TWO-CHANNEL MINIATURE AIRBORNE DIPLEXER SOL N68936-99-R-0181 DUE 101499 POC Erin Strand, Contract Specialist, (760) 939-7309 The Naval Air Warfare Center Weapons (NAWCWPNS) Division, China Lake, CA, intends to procure two-channel miniature airborne diplexers in support of the telemetry system for the Patriot Missile System. The contract will be awarded on a competitive basis as a small business set aside (SIC Code 3663, Number of Employees: 750), using a firm-fixed price, indefinite-delivery, indefinite-quantity type contract. A minimum of 110 units and a maximum of 500 units will be ordered over a 5-year period of performance. The contractor shall provide all labor, materials, and facilities necessary to design, fabricate, test, and deliver two-channel miniature airborne diplexers operating on specified frequencies within the Ultra High Frequency (UHF) telemetry band from 2,200 to 2,290 megahertz (MHz). The diplexer presents a 50-ohm input impedance to two independent narrowband Frequency Modulated (FM) Radio Frequency (RF) signals from sources each having a maximum power level of 4 Watts. The diplexer provides a single RF output port conducting the RF signals to a single 50-ohm input impedance transmitting antenna system. The diplexer shall function in a severe airborne environment and shall meet rigorous form factor and performance requirements. For preliminary analysis and estimation purposes, the following system parameters and/or operational characteristics may be assumed: a total of six fixed user defined input RF signal frequency pairs will be specified; input frequencies will be spectrally separated by no less than 15 MHz (center frequency-to-center frequency); the operational requirement includes a 1.3 dB maximum Insertion Loss for each input and a 30 dB minimum Isolation between inputs; environmental requirements include operation over the temperature range of -32 C to +85 C, at a random vibration level of 27.7 g(RMS) and while subjected to a 235 g mechanical shock; the diplexer dimensional configuration (excluding connectors) is constrained to a bounded volume 1.75" X 1.75" X 1.24"; and connectors shall be type SMA. Delivery will be FOB Destination to NAWCWPNS, China Lake, CA. 110 Production units will be due 120 days after the effective date of the Contract, at a delivery rate of 15 units per month. The anticipated award date is 8 March 2000. The solicitation will be issued on or about 18 October 1999 and will be available through the 2.0 Contract Competency Homepage at: http://www.nawcwpns.navy.mil/~contract/hompubl.htm. Some portions of the RFP are not available electronically. It is the offeror's responsibility to contact the Government Representative cited in the RFP (and listed below) in order to obtain paper copies of those portions of the RFP that are unavailable electronically. All responsible sources will considered by the agency.
