Manager As Constructor (CMC) Services Contract for the proposed new
United States Courthouse in Cape Girardeau, Missouri. The scope of CMC
services under this proposed contract includes Pre-construction Phase
Services and Construction Phase Services. A Fixed-Price Incentive
(Successive Targets) contract under FAR 16.403-2 is contemplated. The
CMC will be competitively chosen using Advisory Multi-step (FAR 15.202)
and Source Selection procedures (FAR 15.3). For this contract,
technical factors, when combined, are significantly more important than
cost or price. Project Summary. The proposed new courthouse will be
constructed on a site located in downtown Cape Girardeau, Missouri. The
project consists of constructing a new building of approximately
147,859 gross square feet (13,736 square meters) while containing
approximately 93,538 occupiable square feet (8,690 square meters) to
deliver the required program. Definition of Construction Manager as
Constructor. A Construction Manager as Constructor, or CMC, is defined
as a firm engaged under direct contract to a building owner, in this
case the General Services Administration (GSA), to provide design
review, cost estimating, scheduling and, at the option of the
government, general construction services. The CMC shall be a member of
the project development team during the planning, design and
construction phases, along with GSA as owner/developer and GSA's
selected A-E firm, (to be announced), as architects and engineers of
record. Proposal Submission Requirements; Proposals will be evaluated
using a two-stage, advisory multi-step process (FAR 15.202). Under
Stage I, offerors must submit information regarding qualifications,
past experience, past performance, personnel, and resources.
Submissions shall clearly address the rating factors identified in the
Request for Proposals (RFP). The Government will evaluate Stage I
submissions to identify and advise the offerors about their potential
to be viable competitors. The Government shallevaluate all responses in
accordance with the criteria stated in the Stage I RFP, and shall
advise each respondent in writing either that it will be invited to
participate in the resultant acquisition or, based on the information
submitted, that it is unlikely to be a viable competitor. The
Government shall advise respondents considered not to be viable
competitors of the general basis for that opinion. The Government shall
inform all respondents that, notwithstanding the advice provided by the
Government in response to their submissions, they may participate in
the subsequent step of the acquisition, Stage II. Detailed Project
Management Plan, Oral Presentation, Price Proposals and Subcontracting
Plans will be required for Stage II proposals. As part of its
commitment to socioeconomic initiatives of the Federal Government, the
General Services Administration has established for fiscal year 2000
subcontracting goals of 25 percent total for small business (SB), which
includes 5 percent for small disadvantagedbusiness (SDB) and 5 percent
for woman-owned small businesses (WOSB). Firms responding to Stage II
must provide a Small, Small Disadvantaged and Small Women-Owned
Business Subcontracting Plan for the base contract and optional
construction services. An acceptable subcontracting plan must be agreed
to before contract award. (Small businesses are not subject to this
requirement.) The Government reserves the right to make an award based
on Stage II proposals without holding discussions. Pre-proposal
conference: A Pre-proposal conference is scheduled for October 14, 1999
at 1:30 p.m., at Federal Center, Building No. 105L, 4300 Goodfellow,
St. Louis, Missouri. Attendance is voluntary. How to Offer: Potential
