SUPPORT SERVICES The Volpe National Transportation Systems Center
(Volpe Center) intends to issue a solicitation for onsite Technical
Support Services. These Technical Support Services will include
strategic and detailed technology assessments, requirements analysis,
concept development, architecture design and alternatives analysis;
software development; testing and integration; system training; system
maintenance; system operational support for both transportation and
logistics management information systems; and command and control,
communication, and intelligence systems. Services will cover the full
spectrum from stand-alone applications to large-scale, integrated
worldwide systems. These Technical Support Services are currently being
provided under an Informatio n Systems (IS) Contract No.
DTRS57-97-C-00064 with Computer Sciences Corporation, Rockville, MD. In
addition, this acquisition includes an option for Operations Research
and Analysis (ORA) Support Services. These ORA services will include
the analysis and assessment of transportation systems and issues from
a variety of perspectives. These perspectives include system
performance and effectiveness; supply and demand forecasts; impact
analysis; socio-economic analysis; industry analysis; policy and
regulatory development; strategic planning; operations and maintenance
assessment; risk assessments; capital investment needs; infrastructure
and equipment management; metrics development; and critical
technologies planning and evaluation. The ORA services are currently
being performed under C ontract No. DTRS57-97-C-00095 with EG&G
Dynatrend, Wellesley, MA. For informational purposes, a redacted
version of these current contracts may be viewed at the following
Website: http://www.volpe.dot.gov/foia/index.html. It is expected that
the solicitation for this effort will be issued on or about October
15, 1999, with contract award planned for August 1, 2000. Please note
that there will be a contract transition period immediately following
contract award with a duration of approximately 90 days. Full contract
performance is expected to begin on or about November 1, 2000, with
the full period of contract performance of five years thereafter,
including exercise of options. This acquisition will be released using
full and open competition. All responsible sources may submit a propo
sal which shall be considered by the agency. A preproposal conference
and site visit will be held for this acquisition approximately two
weeks after issuance of the solicitation. Further details of this
conference will be provided in the solicitation. The Volpe Center uses
electronic commerce to issue RFPs and amendments to RFPs. Paper copies
of the RFP or amendments will not be issued. The solicitation and any
document related to this procurement will be available on the Internet;
these documents will be available in text format and reside on a WWW
server which may be accessed using Web browsers. The WWW address, or

reference library for this acquisition. Offerors desiring to receive
electronic notification of the solicitation's posting and availability
for downloading may register at the Volpe Center site. Contractors are
warned that when they register to receive solicitations, amendments and
other notices, the responsibility for providing the Government with an
accurate and complete e-mail address lies with the contractor. The
Government will make no additional efforts to deliver information when
the system indicates that transmissions cannot be delivered to the
e-mail address provided. This Notice is for informational purposes for
Minority, Women-Owned and Disadvantaged Business Enterprises: the
Department of Transportation (DOT), Office of Small and Disadvantage d
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DO T provides an 80% guaranty on the
bond amount to a surety against losses. Loans are also available under
the DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
