The Naval Air Warfare Center Weapons Division, China Lake, CA, intends
to procure, on an other than full and open competition basis, radar
systems engineering support for the F/A-18 radars, and AN/APG-65 and
AN/APG-73 radars on any platform. The contract is to provide technical
support for design, development, documentation, integration, and test
of radar system changes associated with each Operational Flight
Program (OFP); development of the radar software to incorporate
updates, improvements, and enhancements for new and existing tactical
capabilities; radar instrumentation and instrumentation interfaces for
flight test aircraft and laboratories; maintenance, repair, and
upgrades of laboratory radar and reconnaissance (RECCE) systems special
test equipment; flight test engineering and performance assessment of
radar related systems, interfaces, and weapons; analysis,
investigation, and resolution of radar system problems; and analysis,
investigation, and resolution of weapons system problems as they relate
to the radar systems. Negotiations will be conducted with Raytheon
Sensors and Electronic Systems, El Segundo, CA. Raytheon is the
designer and developer of the radar systems used in the F/A-18
aircraft, and the AN/APG-65 and AN/APG-73 radars, and is the sole
repository of specifications, drawings, special tools, and engineering
and software expertise necessary to provide support for this effort.
An IDIQ contract, with multiple pricing arrangements, is contemplated
for a three-year base period starting 1 Dec 99, and two one-year option
periods. Approximately 120,000 hours are anticipated for the basic
three years; and approximately 40,000 for each of the two option years.
Delivery schedule will be in accordance with individual task orders.
