JOINT BMDO-INDUSTRY REVIEW OF THE BMDO ROADMAP FOR PAPERLESS CONTRACTING The Ballistic Missile Defense Organization (BMDO), in developing a Roadmap toward a paperless environment, has identified the steps that require information exchange in each of the following elements in the acquisition process. 1. Competitive Procurements; 2. Non-Competitive Procurements; 3. Contract Administration; 4. Contract Closeout.
