ANSWER: This information needs to submitted under the Freedom of
Information ACT(FOIA). 3. QUESTION: If so, during htre one year period,
what is the length or duration of the courses? 4. QUESTION: If so, are
the Beginning, Intermediate and Advanced courses offered
simultaneously or consecutively? That is, is the year divided into
three sections, Beginning, for example, from Oct. 1 to Feb. 1,
Intermediate from Feb. 1 to June 1, and Advanced from June 1 to Sept.
31? Or are the three offered at the same time? ANSWER: The three
courses are to be taught simultaneously, with varius people in each
group, rather than being divided up into "formal classes" in the
academic sense. The Department of the Treasury, Departmental Offices,
Procurement Services Division, Room 1310G, Suite 400E, 1500
Pennsylvania Ave., NW, Washington, DC 20220 is issuing this combined
synopsis/solicitation for commercial items prepared in accordance with
Federal Acquisition Regulation 12.6, as supplemented with additional
information included in this notice, for Spanish language training for
the IA Secretariat. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Request for proposal number is A-00-0002. The
incorporatred clauses are those in effect through Federal Acquisition
Circular 11. This solicitation is open to any responsible and
responsive small vendor. SIC code is 8999. Statement of Work for
Spanish Language Training Scope of Work: the contractor shall provide
Spanish language training to the Office of the Assistant Secretary for
International Affairs (OASIA) within the Departmental Offices (DO) of
the U.S. Department of the Treasury. Minimum Qualifications: The
following are descriptions of the minimum education and experience
characteristics identified by the Government as necessary for the
respective labor categories. Resume submission and approval is required
for this position. The offeror must have a Bachelor's Degree from an
accredited college or university in Spanish, ten (10) years of recent
experience teaching Spanish in a classroom environment of which two
years must be from teaching at a Government furnished site. The
contractor shall submit at least one (1) reference (name, point of
contact and telephone number). Course Objectives: The Beginner's level
course shall be geared for students with little knowledge of Spanish.
At the end of the course the students shall be expected to have
reached a level of proficiency including but not limited to the
following: Satisfy partially the requirements of basic communication
(i.e. while on travel) and social situations; perform short basic
telephone conversations; use the basic appropriate expressions in a
variety of situations; give basic information about his/her work (i.e.
job descriptions, responsibilities, countries, and organization he or
she works with; read and understand news articles from newspapers with
basic data concerning the economic situation as a given country (i.e.
growth rates, inflation rates, etc.). The Intermediate level course(s)
is geared for students with previous knowledge of Spanish. At the
conclusion of the course(s), the student will be required to have
reached a level of proficiency including but not limited to the
following: understand delivered speech including simple announcements
and media reports; greeting and introductions (oneself and others);
accepting and refusing invitations; making apologies using appropriate
etiquette; using appropriate etiquette; hosting foreign visitors;
understand, summarize discussions, speeches on topics; conduct
telephone conversations; function in Latin American Countries; answer
questions and discuss historic background of the future of a country;
adequately explain (with some effort) the development of economic
crisis and remedies; read comprehensive (with some effort) more
complicated written information such as reports, documents, and
articles from multilateral organizations. The Advanced level course
shall be geared for bringing participants to an advanced high level. At
the conclusion of the course, the student shall be geared for bringing

course, the student shall be expected to reach an advanced level of
proficiency including but not limited to the following: understand
lengthy conversations and follow the thread on a plethora of topics in
sittings where various persons are communicating with difference
accents; present ideas clearly and effectively in meetings and informal
settings; present, accept and/or refuse a proposal and/or work plan;
convey specific ideas at meetings, chair meetings and conferences,
making and answering requests; reading and understanding with less
effort articles, reports, letters, and publications related to economic
environmental, political and social issues of developing countries.
Course work: The students will have to review daily the material
introduced in the class and prepare the assigned presentation. The
students will be required to listen to cassette(s) that supplement the
lesson. The students will be responsible for studying the next day's
lesson to facilitate efficient use of classroom tone. Course structure:
Classes will be held four times a week for a full hour beginning
October 1, 1999 through September 30, 2000. In addition to the
classroom instructions, the contractor shall provide individual
training to one student four times a week at a mutually agreed upon
time. Methodology: In order to perform at a professional level, the
students will learn the necessary vocabulary and grammatical structures
through a combination of techniques suitable for adult learners. The
techniques shall include drills, exercises, but mostly presentations,
conversations, and role play situations. Follow-up support: The
contractor agrees to provide each student with telephone support for
the total duration of this contract during normal business hours.
During this period, the student may contact the contractor for
assistance and related course curriculum questions. Government
furnished property: Classes shall be conducted on site at 1440 New York
Avenue, NW; Washington, DC 20220 in the space designated as the
training site. The training classroom will be identified after contract
award. The Government will also furnish the following training
materials: Textbooks: Beginners and Intermediate levels Come se
Dice...?, Advanced Level: Passages, Videos for Beginner and
Intermediate levels: Destinos, Audio: Pymsleur Series for Spanish. The
contract will be awarded using the "Lowest Price Technically
Acceptable Offer" method. The following FAR Clauses are applicable to
