NASA/JSC plans to issue a Request for Quotation (RFQ) for SOFTWARE LICENSE RENEWALS: Capture Network License renewal 29 ea; Capture CIS Network License renewal 9 each; Express Network License renewal 13 each; Layout Eng Ed Network License renewal 3 each; Layout Plus Network License renewal 2 each; Pspice Network License renewal 7 each; and Pspice A/D Network License renewal 2 each. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from OrCAD,Inc. This recommendation is made under the authority of 10 U.S.C. 2304(c)1 only one responsible source. OrCAD is the only known source available to provide the renewal service. The standard engineering design tools licenses are developed and maintained by OrCAD. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have one day from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qalifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the one day or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
