PROPOSALS Physical, Medical, and Fitness The U.S. Capitol Police (USCP)
is soliciting proposals for the research and development of physical,
medical, and fitness standards for sworn police officers. The USCP is
seeking the following requirements from the contractor: 1.Development
and implementation of a pre-employment physical abilities test (PAT);
2.Development of medical guidelines for use in pre-employment and
incumbent medical evaluations; and, 3.Development of incumbent fitness
standards with an accompanying mandatory fitness program. In addition
to the design of the PAT, medical guidelines, and fitness program, the
selected contractor will be expected to perform the following tasks:
1.Adhere to schedules jointly developed by the USCP Project Manager and
the contractor for the development and conduct of the projects. 2.Keep
the USCP Project Manager informed of progress, design, and
administrative developments and any/all changes which may occur
throughout thecourse of the projects. 3.Propose and implement
procedures designed to minimize adverse impact on the physical
abilities test. 4.Advise the USCP on the setting of cut-off scores,
placement of the PAT in the overall selection battery, and establishing
a pass/fail or weighting scheme. 5.Advise the USCP on the proper
implementation and application of the medical standards. 6.Advise the
USCP on policy development for a mandatory fitness program
(grandfathering, incentives, consequences). 7.Develop a training manual
and train designated USCP staff in administration procedures of the
PAT, medical standards, and fitness evaluations. 8.Develop a training
manual and train designated USCP staff in equipment maintenance and/or
calibration (as necessary) for the PAT and/or medical standards.
9.Develop and deliver a PAT demonstration video for police officer
candidates. 10.Advise the USCP on PAT preparation methods for
candidates. 11.Develop and deliver all forms associated with the
administration and record keepingof the PAT, medical and fitness
standards. All products delivered to the USCP are expected to be
tailor-made for the USCP. Respondents wishing to incorporate standing
products must identify them in their proposals as such. Medical
expertise may be provided to the selected contractor by the Office of
the Attending Physician, U.S. Capitol. Respondents to this RFP must
provide in the financial proposal a specific cost for staff medical
expertise. Respondents to this RFP will provide a complete description
of the methodology(ies) to be used, including data collection methods,
validation strategy(ies) to be used and an anticipated time line for
each stage of project development. A full report addressing each
component is required at the conclusion of the job analysis, including
a complete description of the methodology, data collection, sample
size, and descriptive statistics, including analyses by sub-group. The
report for each component will also include a test development plan
indicating and supporting the validation strategy recommended and
outlining a specific work plan for conduct. A final report addressing
each component of the project is required within thirty (30) days of
completion (implementation) of each component. Respondents to this RFP
shall address all requirements above and provide in their proposal:
a.A reference list indicating completed contracts with law enforcement
agencies, specific products provided, and contact information.
b.Evidence of legal defensibility, challenges and outcomes of past
projects. c.Experience with expert testimony. d.Staff credentials,
identifying actual intended project manager and on-site personnel.
e.Expectations of the USCP to provide administrative staff for on site
activities. Proposals will be rated and ranked on the technical
evaluation factors listed below and on price. Technical merit is
considered to be of greater importance than price, however, the
importance of price will increase as the technical merit of the offers
becomes more equal. The technical factors are as follows: Physical
Abilities Test Development Methodology, Medical Guidelines Development
Methodology, Physical Fitness Standards Test Development and Program
Methodology, Corporate/Staff Qualifications, and Experience with Public
Safety. The USCP intends to award a contract resulting from this
request for proposals to the offeror deemed most advantageous to the
USCP. The USCP intends to select an awardee on the basis of initial
offers received. The USCP reserves the right to conduct negotiations
and clarifications with offerors, but expects the "best and final"
offer should be submitted in the initial response to this RFP. The USCP
and the proposed awardee shall execute a contract incorporating this
RFP, the awardee's proposal, and standard USCP terms and conditions.
Other employing offices of the Legislative Branch of the U.S.
Government may enter into their own contract agreements with any
respondent(s) to this RFP. This option is exercisable at the sole
discretion of other employing officesof the Legislative Branch and does
not bind other employing offices of the Legislative Branch to exercise
this option. Respondents may be invited to present their proposals to
the USCP to provide additional information and/or clarification prior
to the final selection of a contractor. Should this occur, all
professional and/or travel expenses will be incurred by the respondent.
Award of this contract is anticipated by mid-January, 2000 with work
starting immediately thereafter. Final results of all products are
deliverable by July 30, 2000. Interested vendors are to submit a full
proposal and fixed price quotations for the services described above,
and hourly rates for administrative and/or legal defense of the job
analysis, tests, and standards should they be challenged. All products
are to be developed in accordance with relevant professional and legal
guidelines, standards and principles. Proposals (four copies) are due
by 5:00 pm EST, November 19, 2000 and should be submitted to: Mr. J.
Bruce Holmberg, Director, Financial Management Division, United States
Capitol Police, 119 D Street N.E., Washington, DC 20510. Proposals
shall consist of separate volumes, Volume I containing the Technical
Proposal, and Volume II containing the Price Proposal. All information
pertaining to this request for proposals is contained herein.
