Sought Synopsis The US EPA is issuing a Sources Sought Synopsis to
identify potential small business sources. The EPA Office of Mobile
Sources (OMS) administers portions of Title II of the Clean Air Act
(CAA) as amended in 1977 and 1990. OMS responsibilities under the CAA
can involve development, evaluation and optimization of emission
control components and systems and evaluation of baseline emissions
levels and efficiency procedures for motor vehicles, motor vehicle
engines, propulsion systems and components thereof. They may also
require development and evaluation of emissions and other test
procedures and/or equipment, as well as characterization of emissions
of both regulated and currently unregulated pollutants and assessment
of their health and welfare effects. To assist with carrying out these
responsibilities OMS is seeking small business firms with the
capability of providing flexible engineering and related support
pertaining to design, development and prove-out of emission control
systems for compression-ignition (CI) and spark-ignition (SI) engines.
The contractor shall be capable of performing work that includes all
phases of design, evaluation, development, modification, fabrication
and testing support on complete engines, engine and fuel control
systems, subsystems and/or components. The procurement is currently in
the planning phase; however, EPA anticipates the award of a
level-of-effort work-assignment type contract. The period of
performance will consist of a 12-month base period with two term
options to extend the period of performance for an additional 12-months
each (total potential 36-months). The base LOE is approx. 2,100 direct
labor hours with an additional 2,100 hours for each term. In addition,
approx. 8,400 hours may be made available in each term through the
issuance of quantity options. Each small business contractor shall
provide a statement of capabilities that describes in detail its firm's
ability and capacity to perform comprehensive work assignments
involving the design /redesign, development, fabrication and testing of
any portion of a CI or SI engine or its components, including control
systems and subsystems. Specifically, in its discussion of the above,
the contractors shall demonstrate experience, capabilities, facilities
and equipment for design, development and testing of combustion
systems, including exhaust aftertreatment devices, for both CI and SI
engines. The contractors shall include experience and access to CAD/CAM
and other design/production software, one-dimensional gas dynamics
models, three-dimensional spray and combustion models, or other
combustion and performance-related software pertaining to CI and SI
engines. The contractors shall also include a discussion of the
emission-and-performance-related laboratory engine-dynamometer and
vehicle chassis-dynamometer testing capacities for CI and SI engines
and vehicles. Also discuss emissions measurement equipment in use for
both regulated and unregulated pollutants (gaseous and particulate
matter). Small businesses should submit their capability statements to
